Abstract
Système de contrôle et de gestion d'un parc de stationnement. L'invention vise un système et un procédé de gestion du stationnement comprenant un dispositif de centralisation de données, des unités de surveillance, des unités de signalisation et des unités de paiement, ces éléments étant reliés par un réseau de communication. L'identification et le suivi des véhicules sont réalisés par lecture automatique des plaques d'immatriculation et le paiement, si applicable, est réalisé en fin de stationnement sans utilisation d'horodateurs. L'automatisation et la centralisation du système, ainsi que l'absence d'aspect déclaratif de la part de l'usager, permettent de pallier la fraude au stationnement, de s'affranchir de l'usage du papier et de limiter les interventions humaines. Le dispositif selon l'invention peut être utilisé pour la gestion d'un parc de stationnement public ou privé, payant ou non, couvert ou en plein air.Control and management system of a parking lot. Description
La présente invention concerne le domaine du contrôle et de la gestion du stationnement des véhicules. Elle vise plus particulièrement un système et un procédé de gestion du stationnement limitant à la fois la fraude, l'intervention humaine et l'utilisation du papier. Divers systèmes de gestion de parc de stationnement sont connus. Ils sont en général basés soit sur l'utilisation d'horodateurs sur un principe déclaratif (l'usager doit lui- même signaler son stationnement et sa durée), soit sur un principe de parc fermé à barrière où l'usager paie en fin de stationnement. Ces systèmes actuels sont indépendants et ne permettent pas d'avoir une vision ni une gestion globale d'un parc de stationnement, les différents éléments ne communiquant pas entre eux. Ils sont également limités à la problématique de paiement et il est impossible de les utiliser pour contrôler par exemple le stationnement interdit. Ils présentent de plus une faible résistance aux fraudes et nécessitent des interventions humaines récurrentes. Des contrôles réguliers effectués par des agents sont nécessaires pour vérifier pour chaque véhicule la validité du paiement, et il est nécessaire d'entretenir le parc d'horodateurs qui est naturellement sujet à vandalisme dû à la présence d'espèces.The present invention relates to the field of vehicle parking control and management. Dans un mode particulier de réalisation, les images sont envoyées au dispositif de centralisation de données qui réalise lui-même les calculs. Les unités de paiement (3) sont utilisées pour permettre à l'usager de régler la somme due à l'issue de son stationnement. Each vehicle will thus be present on a sufficient number of images so that it is possible to know its license plate with the necessary certainty. When a vehicle comes to rest for a time longer than a configurable threshold, the type of area in which it is located is determined and the information is sent to the data centralization device (1) via the network (5). If the vehicle is stopped in a paid parking area, the arrival time is stored and kept in reference. If it is parked in an unauthorized zone, an alert is raised at the system level and an intervention can be launched or a report initiated. In the embodiment described here by way of non-limiting example, when the user wishes to adjust his parking, the data centralization device (1) calculates the amount to be adjusted according to the area and duration. The user then sends an SMS according to the procedure indicated by the signaling units (4) and a payment unit (3) processes the message and invoices the amount due. A confirmation is sent to the user. The identification of the vehicle for payment is made only by entering the registration number of the vehicle concerned. If a vehicle leaves a paying location without adjusting its due, the system processes the event according to the strategy that has been configured. Users who benefit from a subscription or a prepaid account do not need to use a payment unit. The registration number of the vehicle (s) concerned is sufficient to allocate the parking amount to the corresponding account. The system thus manages all the vehicles included in the space formed by the union of the fields of view of all the cameras of all the surveillance units. It should be noted that the invention is incompatible with the existence and operation of conventional time stamps on the areas covered by the monitoring units (2). A limitation also exists with respect to registered two-wheelers as they have only one license plate at the rear. To take into account this type of vehicle, it will be necessary to ensure that the monitoring units are correctly positioned and in sufficient number so as to always have a view from the rear of the vehicles. However, two-wheelers are generally subject to free parking. In contrast, the described system does not require any unitary delimitation of the locations on the ground, the zones 20 being freely definable. It is entirely configurable directly from the data centralization device (1) without intervention in the field. It is thus possible to freely configure, for example: the times and rates applicable per zone; the indications of each signaling unit (4) the thresholds of detection, tolerance and grace periods; 30 - the actions to be performed depending on the case (alert, verbalization, etc.). The described system further provides useful information due to its centralization and event logging. We can note: - instantaneous view and followed by the parking lot; - possible visualization of each unit (images, status); - overall and zone results and statistics; - quick detection of problems. From the point of view of the user, if it is now impossible to park without paying, it is in return possible in all cases to pay the right price without having to speculate on a probable period of parking.
