PROCEDE D'INSTALLATION D'UN CINEMOMETRE La présente invention concerne un procédé d'installation d'un cinémomètre de contrôle routier, ainsi qu'un procédé de mesure d'une vitesse de véhicule. La mesure de la vitesse d'un véhicule qui circule sur une route nécessite d'ajuster précisément un angle entre un axe de mesure et la direction de déplacement du véhicule au moment de la mesure. Cet angle est appelé dans la suite angle d'installation du cinémomètre, et on suppose que la direction de déplacement du véhicule est parallèle à une direction longitudinale de la route. Autrement dit, la vitesse est mesurée pendant que le véhicule reste dans la même voie de circulation sur la route. D'une part, le constructeur du cinémomètre peut recommander une valeur-cible pour l'angle d'installation, par exemple 25°. L'installation du cinémomètre près de la route doit alors respecter cette valeur-cible. D'autre part, des recommandations doivent être appliquées lors de l'installation du cinémomètre, afin que l'angle d'installation ait une valeur qui soit contenue dans un intervalle-cible avec un niveau de confiance élevé. De telles recommandations peuvent être extraites du Guide OIML G 1-100, édition 2008 de l'Organisation Internationale de Métrologie Légale, ou de la norme française NF ISO 5735, par exemple. Un but de la présente invention consiste donc à proposer un nouveau procédé d'installation d'un cinémomètre de contrôle routier, qui permette d'ajuster simplement l'angle d'installation à une valeur désirée, et avec une incertitude qui soit compatible avec les recommandations en vigueur. - 2 - Pour cela, l'invention propose un procédé d'installation d'un cinémomètre sur une route, lorsque le cinémomètre possède un axe radioélectrique pour mesurer la vitesse d'un véhicule qui circule sur la route et qui coupe un faisceau de mesure réparti autour de cet axe radioélectrique, et lorsque le cinémomètre est rigidement solidaire d'un système de visée avec une ligne de visée qui reste parallèle à l'axe radioélectrique. Le procédé comprend les étapes suivantes : /1/ placer le cinémomètre à proximité de la route ; /2/ repérer par des première et deuxième marques deux points de référence longitudinale qui limitent un segment parallèle à la route, et repérer un point du système de visée par une troisième marque ; /3/ sélectionner une valeur d'un décalage transversal sur la route en fonction d'un ensemble de voies de circulation de la route dans lesquelles la mesure de vitesse est destinée à être effectuée, et repérer par une quatrième marque un point de référence transversale sur la route, à une position qui correspond au décalage transversal ; /4/ en utilisant un tachéomètre, mesurer les positions des première, deuxième, troisième et quatrième marques ; /5/ à partir de ces quatre positions mesurées, calculer une position d'un point de mesure tel que : - le point de mesure appartienne à une ligne qui est parallèle au segment des deux points de référence longitudinale et qui passe par le point de référence transversale ; et - un angle entre cette ligne qui est parallèle au segment des deux points de référence longitudinale et qui passe par le point de référence transversale d'une part, et une ligne droite qui passe par le point du système de visée et par le point de mesure lui-même d'autre part, ait une valeur-cible prescrite pour un angle d'installation du cinémomètre ; - 3 - /6/ en utilisant le tachéomètre, placer une cinquième marque sur la route, à une distance minimale de la position qui a été calculée à l'étape /5/ pour le point de mesure ; /7/ orienter le cinémomètre de façon à diriger la ligne de visée du système de visée vers la cinquième marque ; /8/ en utilisant le tachéomètre, mesurer la position de la cinquième marque et mesurer de nouveau la position de la troisième marque ; et /9/ à partir des positions mesurées pour les première, seconde, troisième et cinquième marques, calculer une valeur de l'angle d'installation entre la ligne qui est parallèle au segment des deux points de référence longitudinale et qui passe par le point de référence transversale d'une part, et une ligne droite qui passe par le point du système de visée repéré par la troisième marque et par un point de placement repéré par la cinquième marque. Il procure des résultats de mesures avec des incertitudes qui sont faibles et contrôlées. Ainsi, le procédé d'installation de l'invention peut être mis en oeuvre facilement et rapidement avec l'aide d'un opérateur du tachéomètre. Un premier avantage de l'invention résulte du fait que le même appareil 25 de tachéomètre peut être utilisé à multiples reprises pour installer successivement plusieurs cinémomètres à des endroits différents de contrôles routiers. Un second avantage de l'invention provient du fait que le procédé d'installation peut être utilisé pour vérifier la valeur de l'angle d'installation d'un 30 cinémomètre déjà installé, sans perturber son fonctionnement ni modifier les valeurs initiales de ses paramètres d'installation. - 4 - Enfin, un troisième avantage de l'invention provient du fait que le procédé est compatible avec des configurations de la route et/ou de l'installation du cinémomètre qui peuvent être variées. En particulier, le procédé de l'invention peut être utilisé lorsque l'angle d'installation du cinémomètre possède une composante en élévation, et éventuellement aussi une composante azimutale, par rapport à la direction de déplacement du véhicule. Autrement dit, le cinémomètre peut être placé en hauteur par rapport à la route à l'étape /1/, et orienté à l'étape /7/ de sorte que la ligne de visée et une ligne qui passe par les deux points de référence longitudinale ne soient pas sécantes à cause de la hauteur du cinémomètre. Eventuellement, le procédé de l'invention peut comprendre en outre les étapes suivantes : /10/ déterminer un intervalle d'incertitude qui contient la valeur calculée à l'étape /9/ pour l'angle d'installation ; puis /11/ si l'intervalle d'incertitude déborde d'un intervalle-cible, répéter les étapes /1/ à /9/ avec le cinémomètre tel qu'il est orienté à la fin de l'étape /7/ de la première exécution des étapes /1/ à /9/, pour la nouvelle exécution des étapes /1/ à /4/. Une largeur de l'intervalle-cible, de même qu'un niveau de confiance associé à l'intervalle d'incertitude pour la valeur de l'angle d'installation qui est calculée à l'étape /9/, peuvent être fournis par les recommandations en vigueur. Le procédé d'installation est alors itératif, et la valeur de l'angle d'installation converge vers la valeur-cible avec un intervalle d'incertitude qui diminue. Cette convergence est obtenue en gardant pour recommencer le procédé, le système de visée portant la troisième marque orienté vers la position de mesure qui a été déterminée à l'itération précédente. Eventuellement, la convergence peut être accélérée en ajustant en outre à l'étape /11/ le point de placement de la cinquième marque conformément au décalage transversal sur la route, puis en adoptant le point de mesure ainsi ajusté comme nouveau point de référence transversale lors de la nouvelle exécution des étapes /1/ à /9/. - 5 - L'invention propose en outre un procédé de mesure de la vitesse d'un véhicule qui circule sur une route, le procédé de mesure comprenant les étapes suivantes - installer un cinémomètre en utilisant un procédé d'installation tel que décrit précédemment ; et - réaliser la mesure de vitesse en utilisant le cinémomètre tel qu'il a été placé à l'étape /1/ du procédé d'installation et tel qu'il a été orienté à l'étape /7/ du même procédé d'installation. En outre, la vitesse du véhicule peut être déterminée en utilisant la valeur de l'angle d'installation du cinémomètre qui a été calculée à l'étape /9/, à partir des positions mesurées pour les première, seconde, troisième et cinquième marques en utilisant le tachéomètre. De cette façon, la vitesse du véhicule est calculée en utilisant la valeur réelle de l'angle d'installation. Une contribution à l'erreur qui est présente dans le résultat de la mesure de vitesse est ainsi évitée, par rapport à une valeur de vitesse qui serait calculée en utilisant la valeur-cible de l'angle d'installation du cinémomètre. D'autres particularités et avantages de la présente invention apparaîtront dans la description ci-après d'exemples de mise en oeuvre non limitatifs, en référence aux dessins annexés, dans lesquels : - la figure 1 est un schéma de principe qui illustre l'angle d'installation d'un cinémomètre de contrôle routier ; - la figure 2 est une vue en perspective qui illustre une configuration d'installation de cinémomètre, pour laquelle le procédé de l'invention peut être utilisé ; et - la figure 3 est un schéma synoptique des étapes d'un procédé d'installation conforme à l'invention. Pour raison de clarté, les dimensions des éléments qui sont représentés dans les figures 1 et 2 ne correspondent ni à des dimensions réelles ni à des rapports de dimensions réels. En outre, des références identiques qui sont indiquées dans des figures différentes désignent des éléments identiques ou qui ont des fonctions identiques. 2 9894 70 - 6 - L'invention peut être appliquée à un cinémomètre routier à effet Doppler. Le principe d'un tel cinémomètre est largement connu, si bien qu'il suffit de rappeler que ce type de cinémomètre fournit le résultat d'une mesure de la composante de la vitesse d'un véhicule qui est parallèle à un axe 5 radioélectrique du cinémomètre. Sur la figure 1, la référence 10 désigne le cinémomètre routier, et la référence 11 son axe radioélectrique. La route 100 peut être constituée de une ou plusieurs voies de circulation, par exemple deux voies qui sont notées V1 et V2. Un véhicule 30 dont la vitesse est destinée à être mesurée par le cinémomètre 10 peut se trouver indifféremment sur la voie 10 V1 ou la voie V2, et sa vitesse est mesurée lorsque le véhicule 30 coupe un champ de mesure qui est réparti autour de l'axe radioélectrique 11. Pour un cinémomètre à effet Doppler, le champ de mesure est limité transversalement par l'ouverture du faisceau d'émission radioélectrique du cinémomètre 10. La composante de la vitesse du véhicule 30 qui est mesurée par le 15 cinémomètre 10 à effet Doppler est donc la projection orthogonale Vx du vecteur de vitesse V du véhicule sur l'axe radioélectrique 11. Cette composante Vx qui résulte de la projection orthogonale de la vitesse V du véhicule 30 sur l'axe radioélectrique 11 reste la grandeur qui est mesurée par le cinémomètre 10 quelles que soient la configuration de la route 100 et la 20 position du cinémomètre par rapport à la route. En particulier, la composante Vx est le résultat de la mesure même si l'axe radiométrique 11 du cinémomètre 10 est incliné dans un plan vertical, ce plan vertical pouvant lui-même présenter une déviation angulaire horizontale par rapport à la route 100. Par rapport au véhicule 30, l'inclinaison de l'axe radioélectrique 11 dans le plan 25 vertical est couramment appelée hauteur angulaire ou élévation, et la déviation angulaire horizontale est couramment appelée déviation azimutale. L'angle el est l'angle entre la vitesse V du véhicule 30 et l'axe radioélectrique 11. La précision du résultat de la mesure de vitesse dépend donc en partie de l'incertitude avec laquelle l'angle d'installation el est déterminé. Dans la présente description, el désigne la valeur réelle de l'angle d'installation du cinémomètre 10. Pour cette valeur, on suppose que le déplacement du véhicule 30 est parallèle à la direction longitudinale de la route 100, cette direction longitudinale étant celle d'une bande de rive 102 de la route. Oc désigne une valeur-cible qui est recherchée pour l'angle d'installation el. Autrement dit, l'installation du cinémomètre 10 doit être effectuée de sorte que la valeur réelle el de l'angle d'installation du cinémomètre 10, entre la bande de rive 102 et l'axe radioélectrique 11, soit proche de la valeur-cible Oc. L'invention permet d'installer facilement le cinémomètre dans cet objectif, en réduisant et en contrôlant l'écart entre les valeurs el et Oc. En général, la valeur-cible Oc est prescrite par le constructeur du cinémomètre. Elle peut être accompagnée d'un intervalle-cible, qui est destiné à contenir la valeur réelle el avec un niveau de confiance fixé. En particulier, l'intervalle-cible peut être centré sur la valeur-cible Oc de l'angle d'installation, et la valeur-cible Oc peut être comprise entre 20° et 30°. Par exemple, la valeur-cible Oc peut être égale à 25°. Une demi-largeur de l'intervalle-cible peut être inférieure ou égale à 0,1°. La direction de la route 100 est déterminée par deux points A et B qui sont distants l'un de l'autre pour limiter un segment qui est parallèle à la route 100. Par exemple, les points A et B peuvent être situés à une même distance de d'écartement latéral par rapport à la bande de rive 102. Dans ce cas, la distance d'écartement de peut être mesurée perpendiculairement à la bande de rive 102. Elle peut être comprise entre 0,2 m (mètre) et 1,0 m à partir de la bande de rive 102, vers l'extérieur de la route 100. Selon la direction longitudinale de la route 100, les points A et B sont situés préférablement de façon que le segment qu'ils limitent contienne la position de la voiture 30 à l'instant de la mesure de vitesse. Dans la partie générale de la présente - 8 - description, les points A et B sont appelés points de référence longitudinale. Le procédé d'installation du cinémomètre utilise en outre un point supplémentaire, qui est appelé point de référence transversale et noté C. Ce point C permet d'ajuster l'axe radioélectrique 11 selon la direction horizontale qui est perpendiculaire à la route 100, au niveau de la position de la voiture 30 à l'instant de la mesure de vitesse. Le point C est situé sur la route 100 à une distance de la bande de rive 102 qui est égale à une valeur sélectionnée d'un décalage transversal dt, en direction de la ligne médiane de la route. Lorsque l'ensemble de voies de circulation dans lesquelles la mesure de vitesse est destinée à être effectuée, ne contient qu'une seule voie de circulation, la valeur du décalage transversal dt peut être comprise entre 1,6 m et 2,0 m à partir de la bande de rive 102 qui est adjacente à cette voie de circulation. Par exemple, le décalage transversal dt peut être égal à 1,80 m environ pour ce cas d'une seule voie de circulation concernée par la mesure de vitesse. Alternativement, lorsque l'ensemble de voies de circulation dans lesquelles la mesure de vitesse est destinée à être effectuée, est constitué de deux voies de circulation adjacentes, la valeur qui est sélectionnée pour le décalage transversal dt peut être comprise entre 4,3 m et 4,9 m à partir de la bande de rive 102 adjacente à l'ensemble de voies de circulation considéré. Dans ce cas de deux voies de circulation qui sont concernées par la mesure de vitesse, le décalage transversal dt peut être égal à 4,60 m environ. De préférence, le point de référence transversale C peut être situé à proximité de la position de la voiture 30 à l'instant de la mesure de vitesse, selon la direction longitudinale de la route 100. Par exemple, il peut être situé à une distance qui est comprise entre 10 m et 20 m du cinémomètre 10, mesurée parallèlement au segment des points de référence longitudinale A et B. En plus du système de mesure de vitesse lui-même, le cinémomètre 10 est associé à un système de visée 13. Ce système de visée permet de diriger le cinémomètre 10 vers l'emplacement sur la route 100 où le véhicule 30 sera situé lors de la mesure de vitesse, conformément à l'angle d'installation el. Le système de visée 13 est rigidement solidaire du système de mesure de vitesse, et possède une ligne de visée 12 qui est parallèle à l'axe 2 9894 70 - 9 - radioélectrique 11 quelle que soit l'orientation du cinémomètre. Le système de visée 13 peut être une lunette de visée optique ou un pointeur laser, par exemple. Sur la figure 2, R désigne un point du système de visée 13, qui peut être sur l'objectif de la lunette de visée, ou à l'emplacement d'un réticule de 5 cette lunette de visée. Le point R sert de référence pour caractériser l'origine de la ligne de visée 12. L'installation du cinémomètre 10 selon l'invention est maintenant décrite étape par étape, en référence aux figures 2 et 3. Elle combine l'utilisation des points de référence A, B, C et R qui viennent d'être présentés, 10 avec l'utilisation d'un tachéomètre 20 pour mesurer précisément les positions de ces points. Le tachéomètre est un instrument de relevé topographique, qui permet d'effectuer des pointages optiques en direction de marques qui ont été positionnées préalablement pour repérer des points de référence. Le principe d'utilisation d'un tel instrument est basé sur des mesures d'angles et de 15 distances, notamment lorsque tachéomètre est du type station totale. L'utilisation d'un tel instrument est supposée connue, et l'on se reportera à l'une des notices et recommandations d'utilisation qui sont disponibles à ce sujet. A l'étape 51, le cinémomètre 10 est placé à proximité de la route 100, 20 à un endroit qui est compatible avec les prescriptions du fabriquant du cinémomètre par rapport à la position du véhicule 30 lors de la mesure de vitesse. Notamment, il peut être placé à une hauteur h qui est comprise entre 3 m et 4 m au dessus de la route 100, selon une direction verticale. La distance transversale entre le cinémomètre 10 et le véhicule 30 lors de la mesure de 25 vitesse, peut être inférieure à 7 m selon une direction qui est perpendiculaire à la fois à la direction de hauteur et au segment des points A et B. Eventuellement, le cinémomètre 10 peut être orienté simultanément pour diriger la ligne de visée 12 du système de visée 13 vers un point d'ajustement initial Po qui est proche de la position du véhicule 30 lors de la mesure de 30 vitesse. La proximité du point Po par rapport au véhicule 30 peut n'être qu'approximative, et n'est pas indispensable.
