Abstract

The control system uses two parking categories, and an object containing a number of parking units to be debited at the time of parking. The system selects one of these parking categories. The object is stored in a control memory for each parking place, and contains data representative of the parking category selected, and at least time data belonging to a group which includes: - date and/or start time of parking; - date and/or end time of parking; - duration of parking. The parking categories correspond to distinct combinations from criteria belonging to: - different charging rates; - different geographic parking zones; - concessionaire or zone management for different parking zones; - different administrative areas.

Le domaine de l'invention est le contrôle et la gestion d'un service payant en fonction notamment de la durée d'utilisation de ce service. Un tel service correspond notamment au stationnement payant, essentiellement pour les automobilistes. En d'autres termes, l'invention concerne d'une part, pour l'automobiliste, le paiement de son stationnement, et d'autre part, pour le gestionnaire de la zone de stationnement, la gestion de celleì à court terme (contrôle de paiement, collecte et redistribution des redevances) et à plus long terme (définition, organisation et modifications des politiques de stationnement par exemple). - ils nécessitent l'installation d'appareils au sol, sur les trottoirs. Cela
entraîne un coût d'installation et d'entretien important, et nécessite
éventuellement une alimentation électrique;
- ils sont soumis à un risque de vandalisme, même gratuit;
- ils nécessitent de disposer des pièces de monnaie adaptées au montant à
payer;
- ils imposent un paiement ne correspondant pas au temps de stationnement
réel. L'usager paye pour un temps de stationnement qu'il a estimé à
l'avance. S'il stationne moins longtemps que prévu, il a trop payé.S'il
stationne plus longtemps, il risque une amende;
- ils obligent (au moins pour les horodateurs) à des déplacements entre le
véhicule et l'appareil;
- ils sont peu aisés à mettre à jour (modification des taux de redevance), à
moins d'être équipés de moyens de communication avec un centre de
commande;
- ils nécessitent le passage de collecteurs pour relever les fonds, et sont par
