Abstract

System for neutralising terrorists or gangsters whose actions include the taking of hostages, characterised in that the weapons used by the forces of law and order are equipped with a device allowing the blocking and clearing of the firing system and a check of the state of the firing member actuated by their holder, and are connected by means of a general remote-control device intended for commanding clearance for actual firing of some of them only at the moment when the firing members of these weapons are simultaneously in the firing state, enabling each of the holders to fire deliberately, at all the best opportunities according to his personal judgement, at the terrorist or gangster assigned to him, in such a way that the projectile is actually fired only at the exceptional moment when all the targets are fired at at the same time by these weapons, thereby simultaneously neutralising all the perpetrators of the attack and consequently preventing reprisals by one of them on the hostages.

Description

 The present invention relates to operations undertaken against terrorists or gangsters acting, in particular, with hostage taking.

These operations generally lead to: - either the surrender without resistance of the attackers, - either the execution of their demands, - or the assault.

In the latter case, the risks taken towards the hostages are considerable if there is no certainty of neutralizing all the terrorists simultaneously, the only hypothesis excluding reprisals from one or more terrorist survivors.

 The system according to the invention makes it possible to considerably reduce these risks, moreover more or less optimized depending on the combinations used.

This system, in fact, makes an exceptional combination of circumstances exploitable which, at first glance, seems elusive.

In most cases, it turns out that after a certain time, law enforcement officials get to know - the number of terrorists, - the main characteristics, morphological and other, of each
of them, which makes it possible to identify the targets of the operation.

Snipers placed in all favorable locations can target them sporadically, but can only shoot at the decision of those responsible, when they believe that all terrorists are simultaneously targeted.

This moment is indeed that of a combination of exceptional circumstances, very rare and very ephemeral. The time taken for the decision and the transmission of the order is sufficient for a change in the favorable configuration, causing a fatal error.

In addition, the shooters are subjected to an extremely detrimental tension to their mission: they must not only be on the lookout for a rare opportunity, but must refrain from shooting when it presents itself, pending an order .

 The system described allows each shooter to shoot calmly at his assigned target, on all occasions, and on his own initiative.

This system is characterized in that the action of firing does not give rise to a real departure of the projectile until the propitious moment when all the targets are fired at the same time.

 I1 implements a remote control device connecting together all the weapons planned for the operation.

This device only authorizes effective firing when all the targets are fired at the same time. It is achievable by known means, and can be found on the market if necessary.

We will now describe, by way of example, a means of carrying out these arrangements.

 In this example, the weapons are equal in number to that of the targets. They are made from conventional rifles, the percussion mechanism of which is modified so that the effective firing of the projectile can only occur under the pressure of the trigger lever after authorization granted by a special device connected, for do this to a remote command and control network.

This device is produced by known means.

The Network, chosen to be very efficient, is installed in such a way as to control, through the device. mentioned, the position of the trigger and to unlock the firing of each weapon when all the trigger levers are in the firing position.

Each shooter fires on his own occasion. The shot only leaves at the exceptional moment when all the targets are fired at the same time.

As shooters have no other attention than that of applying themselves deliberately to target their assigned target, this very rare opportunity is unlikely to be missed.

 We see here that all kinds of combinations are possible.

Among the most elaborate, the system put in place may provide that each of the targets is under the surveillance of several shooters placed in different places, shooting them from different angles, and that the actual shooting of a group of weapons takes place when all targets are fired by the shooters of these weapons.

We also see that the system can provide for the effective firing of all weapons, without exception.

The opportunity is then much rarer, but the security of the system is greatly increased, since, in this case, each terrorist falls under several projectiles.

 We note that terrorists may, for example following a previous success of the system, know or guess that it is necessary to avoid this circumstance of being able to be all targeted at the same time.

This opportune moment retains chances of occurring, although obviously much more awaited.

 In fact, draconian vigilance, admitting no error, which is then imposed on terrorists can only increase their nervous tension, their fatigue, their inattention for a moment.

 According to other embodiments of the invention, the special equipment of the weapon and the handling of the weapon can be entirely different from those mentioned above.

For example, the shooter can fire by pressing a key on a box connected but not integrated into the weapon, the latter actuating, by known means, a device acting directly on the trigger (or other member equivalent), or replacing this lever, the firing condemnation and unlocking then being exerted on this device.

 Similarly, a given weapon or each of them can be associated with a television camera, allowing, for example, the superimposition of another decision maker for shooting, using another box as above .

 Finally, we note that all modes of transmission are possible, which allows great flexibility in installing the system.

 The system which is the subject of the invention can be used in most cases where a group of terrorists or gangsters are investing, especially with hostage taking, a building (embassy, banks, etc.) or a vehicle, or any place sufficiently well located to allow its deployment.

 REVE9DICATIONS  I) System for neutralizing terrorists or gangsters acting with hostage taking, characterized in that the weapons used by the police are equipped with a device allowing the condemnation and unlocking of the firing as well as the control of the state of the firing member actuated by their shooter and are connected by a general remote control device intended to command the unlocking of the effective firing of some of them only when the organs of firing of these weapons are simultaneously in state of shooting, allowing each of the shooters to shoot calmly, on all the best occasions subject to his personal judgment, on the terrorist or gangster who has been assigned to him, so that the projectile n is really ignited only at the exceptional moment when all the targets are fired at the same time by these weapons, thus neutralizing simultaneously all the perpetrators of the attack, and consequently avoiding the reprisals of one of them on the hostages  2) System according to claim I, characterized in that the device for locking and unlocking firing performs its action between the trigger and the striker, making the handling of one weapon usual.  3) System according to claim I, characterized in that the firing locking and unlocking device performs its action, on the firing member, or by replacing it, the firing then being carried out by a special command, by possession of the shooter.  4) System according to claim I, characterized in that the remote control device is a network of conventional design that can be controlled by computer.
