Kommunikaatioverkon solujoukon suorituskykyä analysoidaan (301) laskemalla (303) joukon jokaiselle solulle painokerroin solun asiakasvaikutusarvon, tavoitellun palvelutason ja solussa koetun palvelutason perusteella; ja painokertoimia käytetään (304) prioriteettijärjestyksen tuottamiseksi kommunikaatioverkon kapasiteettilaajennuksia varten.
