Apparatus for increasing the filling capacity of cut tobacco material, comprising means for raising the temperature and moisture content of the tobacco in such a way that the heating and wetting are carried out for a sufficient time to allow the cut tobacco to be opened from its compressed condition, means for forming a relatively thin dispersion of open tobacco in a gas, and means operatively connected to said first means for rapidly decreasing the moisture content of the thin tobacco dispersion to approximately its processing humidity within about five seconds, in such a way that the tobacco has reached an expanded and open condition that resists the closure of recovery of the same.
