A procedure for preparing new quinoxaline-1,4-dioxides, substituted 2-heterocyclics, of the formula: **(See formula)** where X is a substituent at positions 6 or 7 and is hydrogen, chlorine, bromine, fluoro, methyl, methoxy or trifluoromethyl; Z'is hydroxy; acyloxy of formula -O2CR, where R is hydrogen or alcohol containing 1 to 3 carbon atoms; phenyl, or halogen (F, Cl, Br), phenyl substituted by lower alkoxy or dialkoxylamino or disubstituted amino of the formula NR3R5, where R3 and R5 are each alcohol containing 1 to 2 carbon atoms; A is an alcoholic radical of two to five carbon atoms or is part of a cycloalcohyl group containing from 3 to 8 atoms and where A as part of a cycloalcohyl group, is substituted by hydroxy; and the non-toxic acid addition salts of those compounds, where Z'is disubstituted amino; characterized by (a) reacting, in the presence of a base, a benzofuroxane of the formula: **(See formula)** where X is as indicated above, with a reagent selected from (ii) **(See formula)** where A is as indicated above and Z'is acyloxy, as indicated above, or disubstituted amino; and **(See formula)** where Z'is acyloxy of formula -O2CR where E is as indicated above, phenyl or c-amino-di-substituted phenyl; and when it is necessary to convert compounds of Formula IIA, where Z'is acyloxy, into those where Z' is hydroxy, by acid hydrolysis; and converting the compounds thus obtained in which Z'is di-substituted amino, into non-toxic acid addition salts, by reaction with suitable acids.
