Device according to claim 1, characterized in that said organs are each formed by a wheel (26, 28) whose central part is hollow, in which the partitions (26c) of the first wheel (26) they are oriented radially and the wall of the second wheel (28) forms a core (28d) disposed in the vicinity of the inner extremities of the partitions (26c) and where said opening (28e) is made.
