  1. A consumable dispenser (1), the consumable being of liquid soap or hydro-alcoholic solution or toilet paper type, the dispenser including:
    - a casing (3), including a frame (5) and a cover (7), said cover (7) being movable on the frame (5) between a closed position and an open position allowing access inside the casing (3),
    - a locking element (13) for locking the cover (7) on the frame (5), fastened on the frame (5) and extending inside the casing (3),
    - a handling button (9) for handling the cover (7), mounted on the cover (7) and including a handling subplate (11) extending outside the cover (7), characterized in that said handling button (9) is movable alternately between a rest position and a working position reached when a user exerts a pull on said handling subplate (11), and in that the dispenser includes
    - an elastic means, secured to the handling button (9), arranged in said dispenser (1) to engage said locking element (13) when the handling button (9) is in the rest position and to release said locking element (13) when said handling button (9) is in the working position.
  2. The consumable dispenser (1) according to claim 1, characterized in that the elastic means includes a spring (17), including a rigid body (23) prolonged at one of its ends (23a) by a first elastic tab (25) and at the other of its ends (23b) by a second elastic tab (27).
  3. The consumable dispenser (1) according to claim 2, characterized in that the locking element (13) for locking the cover (7) includes a locking tab (45) including at a first end (45a) a locking lug (47), defining a stop for locking the body (23) of the spring (17).
  4. The consumable dispenser (1) according to any of claims 2 or 3, characterized in that the locking element (13) for locking the cover (7) is fastened on the frame (5) by embedding through a fastening subplate (53) directly secured to the frame (5), said fastening subplate (53) including a fastening tip (57) at least partially passing through the locking element (13) for locking the cover (7) and defining a stop for fixing the locking element (13) for locking the cover (7).
  5. The consumable dispenser (1) according to claim 4, characterized in that the locking tab (45) of the locking element (13) includes at a second end (45b) a box (49), said box (49) including a fastening orifice (51), and in that the fastening tip (57) of the fastening subplate (53) passes through said fastening orifice (51).
  6. The consumable dispenser (1) according to any one of claims 2 to 5, characterized in that:
    - the spring (17) includes an upper face (29) from which extends a mounting antenna (31), and
    - the handling button (9) includes a mounting foot (37) extending from the handling subplate (11) and receiving said mounting antenna (31) of the spring (17).
  7. The consumable dispenser (1) according to any one of claims 2 to 6, characterized in that when the handling button (9) is in the rest position, the spring (17) is in a compressed state, and when the handling button (9) is in the working position, the spring (17) is in a relieved state.
  8. The consumable dispenser (1) according to any one of claims 1 to 7, including:
    - a lower hinge (16), located proximate to a lower edge (19) of the dispenser (1), arranged so as to enable a rotation of the cover (7) relative to the frame (5) about a lower axis of rotation (21) substantially transverse to a longitudinal plane of the dispenser (1);
    - at least one upper hinge (63), located proximate to an upper edge (61) of the dispenser (1), arranged so as to enable, when the cover (7) is in its closed position on the frame (5), a rotation of the cover (7) relative to the frame (5) about an upper axis of rotation (65) substantially transverse to the longitudinal plane of the dispenser (1);
    characterized in that each upper hinge (63) includes a first rotating element (69) fastened inside the cover (7) and a second rotating element (71) fastened inside the frame (5), said first rotating element (69) including a first split edge (75) and said second rotating element (71) including a second split edge (79), shifted by an angle substantially equal to 90° with respect to said first split edge (75), said first and second split edges penetrate into one another and one of said first and second rotating elements (69, 71) extending according to an axis transverse to the longitudinal plane of the dispenser (1).
  9. The consumable dispenser (1) according to claim 8 in combination with any one of claims 2 to 7, characterized in that at least one of the first and second elastic tabs (25, 27) of the spring (17) bears on the first rotating element (69) of the upper hinge (63).
  10. The consumable dispenser (1) according to any of claims 8 or 9, wherein the consumable is a liquid soap or a hydro-alcoholic solution contained in a bag (85) intended to be arranged inside the casing (3), characterized in that it includes a block (83) fastened to the cover (7), inside the casing (3), arranged so as to exert a pressure on said pocket (85) when a user exerts a pressure on the cover (7) when the cover (7) is in the closed position.
