- a digital mobile network to a central office.
- Such a centralized procedure is primarily suitable for commercial road traffic because of the subsequent traceability of the toll road sections used by individual vehicles, that is to say for the distance-based charging for the use of lorries and buses, because here the data protection requirements are different than for the private road traffic.
- the central debiting of the individual usage amounts has the advantage that for the operator of the user fee collection system, ie for example a charging agency operating on behalf of the state, the usage-based billing of the usage actions carried out by a plurality of vehicles can be carried out with high accuracy and safety and that on the other
- the drivers of the vehicles are relieved of the necessity of manual activities to pay the user fees, since the required cash flow for paying the user charges is possible in each case through invoicing and / or in the account debiting procedure (postpaid procedure).
- Object of the present invention is to propose a generic method in which waiving a vehicle-based determination of the billed sums when using a toll road tolls still a safe billing of fees can be done either by the postpaid method or the prepaid method. It should therefore be ensured that a timely replenishment of a value-added credit balance or a renewal of the credit line can be made without the risk that, if the journey continues through the toll road network, a billing of individual amounts to an insufficient credit balance or credit line fails, ie the general right of use of the respective vehicle (meaning the ability that the respective amounts of fees due can actually be debited, ie a readiness for billing) can no longer be guaranteed and thus unauthorized use of the route (“dodgy”), if the vehicle remains in the toll road network ,
- the present invention is based on a method for charging user charges for the use of toll road sections of traffic routes in a traffic route network, which may also be a subnet of a more comprehensive traffic route network, by vehicles by means of a device which is arranged in each case in a vehicle undertaking the use and due to positional data corresponding to the current geographical position of the Vehicles representative of route data that are representative of the geographical course of the paid sections of the routes, the respective use of toll road sections determined by the vehicle.
- usage data which are characteristic for the use of the toll route sections are transmitted by this device in each case wirelessly, in a timely manner to the individual uses, to a central office for billing the user charges.
- the term "near-time” in this context means that the data transmission still takes place while the vehicle is running. This procedure ensures that, during use, the general use of the vehicle (reservation readiness), which is linked to the existence of a sufficiently high unused portion of either a pre-paid charge or a charge of a predetermined maximum amount, shall be paid in good time by effecting a payment transaction Operator of the vehicle (eg driver or holder of the vehicle) is available without interruption.
- Vehicle-specific and / or route-specific and / or time-specific parameters enter into the determination of the user charges, ie the user charges due according to the respective fare are generally not independent fixed amounts, but are based, for example, on specific vehicle parameters (eg vehicle weight, number of axles, emission class, etc.). ) or according to location-dependent criteria (eg location-dependent higher fees for sections with expensive tunnels or bridges) or also according to time-dependent criteria (higher fees for times of day or on certain days with particularly high traffic load).
- the invention provides that the exact determination of the due user fees not in the vehicle, but only in the central office based on centrally stored tariff data and based on the transmitted from the respective vehicle-side device usage data.
- an estimate is repeatedly made as to whether the part of the charge credit or the charge credit still available is sufficient to bill the expected usage charge for one or more of the next not yet reached sections of the toll road network.
- a fixed predetermined flat cost rate is used as the basis for this estimation, irrespective of the actual usage tariff, so that storage of the respectively applicable tariff, which may change in the short term (eg depending on the actual traffic load on a toll section) is not required.
- the amount of the still available part of the charge credit will be transmitted by the central office at least once during a trip to the vehicle-mounted device, depending on the type of the selected accounting process. Preferably, the transmission takes place several times (eg at predetermined time or distance intervals).
- the vehicle-mounted device issues a signal to the driver in the event that the estimate does not confirm a still sufficient amount of the available charge credit or the fee credit with the request to buy a new charge credit, or cause the central office to settle the almost exhausted fee credit and provide a new fee credit.

Common to the aforementioned billing systems is the feature that the individual user fee amounts are determined in each case in the vehicle, so that the vehicle-side device for determining the user charges must have the current rates of use of the route network. As a result, on the other hand, it is easily possible to inform the driver of the respective vehicle about the extent of his toll road use and the expected invoice amount for the use or the current status of his still available prepaid value assets for route uses.
The central debiting of the individual usage amounts has the advantage that for the operator of the user fee collection system, ie for example a charging agency operating on behalf of the state, the usage-based billing of the usage actions carried out by a plurality of vehicles can be carried out with high accuracy and safety and that on the other The drivers of the vehicles are relieved of the necessity of manual activities to pay the user fees, since the required cash flow for paying the user charges is possible in each case through invoicing and / or in the account debiting procedure (postpaid procedure). Of course, you can also work in this system with a prepaid value credit, for each of which a corresponding credit account in the central clearing office is performed (prepaid method). Because of the large number of vehicles that are subject to the fee billing, the communication effort that is for the exchange of data between the on-board device for determining the individual user fee amounts and the central clearing house is of considerable importance. In order to keep the effort as low as possible, you can also provide that a certain summation of individual amounts in the vehicle is made before submitting this sum with the required individual information for billing to the central office instead of a transmission of each individual partial amount for the legs , This reduces the communication effort accordingly to a fraction of the otherwise required effort. Since the determination of the individual amounts in the vehicle is self-sufficient, it is, as already mentioned above, any time possible, the driver on the amount of to inform you during a trip until then incurred user fees or the current status of a value-added tax credit. This can ensure that a given credit line is not disputed in the case of the postpaid procedure, namely by making a timely settlement of the previous loan and a new credit line is made available, or in good time a refill of the prepaid value is made in the prepaid procedure.
Object of the present invention is to propose a generic method in which waiving a vehicle-based determination of the billed sums when using a toll road tolls still a safe billing of fees can be done either by the postpaid method or the prepaid method. It should therefore be ensured that a timely replenishment of a value-added credit balance or a renewal of the credit line can be made without the risk that, if the journey continues through the toll road network, a billing of individual amounts to an insufficient credit balance or credit line fails, ie the general right of use of the respective vehicle (meaning the ability that the respective amounts of fees due can actually be debited, ie a readiness for billing) can no longer be guaranteed and thus unauthorized use of the route ("dodgy"), if the vehicle remains in the toll road network ,
This object is achieved according to the invention by a method having the features specified in claim 1. This method can be further developed by the features specified in the subclaims 2 to 15 in an advantageous manner.
The present invention is based on a method for charging user charges for the use of toll road sections of traffic routes in a traffic route network, which may also be a subnet of a more comprehensive traffic route network, by vehicles by means of a device which is arranged in each case in a vehicle undertaking the use and due to positional data corresponding to the current geographical position of the Vehicles representative of route data that are representative of the geographical course of the paid sections of the routes, the respective use of toll road sections determined by the vehicle. In this case, usage data which are characteristic for the use of the toll route sections are transmitted by this device in each case wirelessly, in a timely manner to the individual uses, to a central office for billing the user charges. The term "near-time" in this context means that the data transmission still takes place while the vehicle is running. Vehicle-specific and / or route-specific and / or time-specific parameters enter into the determination of the user charges, ie the user charges due according to the respective fare are generally not independent fixed amounts, but are based, for example, on specific vehicle parameters (eg vehicle weight, number of axles, emission class, etc.). ) or according to location-dependent criteria (eg location-dependent higher fees for sections with expensive tunnels or bridges) or also according to time-dependent criteria (higher fees for times of day or on certain days with particularly high traffic load).
In such a method, the invention provides that the exact determination of the due user fees not in the vehicle, but only in the central office based on centrally stored tariff data and based on the transmitted from the respective vehicle-side device usage data. In the vehicle-mounted device, an estimate is repeatedly made as to whether the part of the charge credit or the charge credit still available is sufficient to bill the expected usage charge for one or more of the next not yet reached sections of the toll road network. According to the invention, a fixed predetermined flat cost rate is used as the basis for this estimation, irrespective of the actual usage tariff, so that storage of the respectively applicable tariff, which may change in the short term (eg depending on the actual traffic load on a toll section) is not required. It is envisaged that the amount of the still available part of the charge credit will be transmitted by the central office at least once during a trip to the vehicle-mounted device, depending on the type of the selected accounting process. Preferably, the transmission takes place several times (eg at predetermined time or distance intervals). Furthermore, the invention provides that the vehicle-mounted device issues a signal to the driver in the event that the estimate does not confirm a still sufficient amount of the available charge credit or the fee credit with the request to buy a new charge credit, or cause the central office to settle the almost exhausted fee credit and provide a new fee credit. With the settlement of the fee credit, the cause of the flow of money by the traffic route user or an authorized by him body to the operator of the billing system meant. For example, this is an account debit from a bank account of the driver or a forwarding company, to which the respective route-consuming vehicle belongs.
In a preferred embodiment of the method is provided to determine the position data in the vehicle in each case based on signals of a navigation satellite system. Such navigation satellite systems are exemplified by GPS (Global Positioning System) operated by the USA or GLONASS operated by Russia. Alternatively, the position determination could also be carried out with the aid of a terrestrial transmitter-based positioning system or by a mobile radio positioning method. To increase availability and accuracy, a combination of multiple systems or radio-transmitted correction data (e.g., DGPS) may also be used. In the case of temporary unavailability of such systems known dead-reckoning methods can ensure the uninterrupted position determination.
For the communication between the vehicle-side device and the charge for the billing center, so for the transmission of data to be exchanged expediently a digital mobile network used, preferably according to the standard GMS or UMTS (Universal Mobile Telephone System).
As already explained above, in the method according to the invention, as a rule, not every single paid segment subject to toll charges is billed, but a certain collection is made in the vehicle-mounted device and, if possible, a common data transmission for the characteristic data of the use of several successive sub-sections performed.
Charging a prepaid charge credit standing shortly before it is exhausted can expediently be carried out via vending machines stations, which are operated in particular at motorway service areas, filling stations and parking spaces along the toll road network. This may, for example, using a subscriber card, as provided in a similar manner for the operation of mobile phones and on the characteristic data of the respective vehicle (eg license plate data, vehicle class, emission class, etc.) are registered. This data can then be transmitted to the central office via an existing between the respective machine station and the central office for billing communication to identify or re-establish the required value credit account. The payment of the amount of money required to purchase a value credit can be made by cash or for example by means of a bank card or credit card or cash card. In order for a purchase of a credit or the charging of an existing pre-paid charge balance account can be made without interrupting the drive of the vehicle is provided in an advantageous development of the invention that such a purchase of funds by means of mobile, in particular via the Internet is feasible. As with other Internet stores, the cash payment can then be effected, for example, by specifying the credit card number of a valid credit card. Of course, it is also possible that the replenishment of a fee credit by an external body, for example, the forwarding company to which the respective driver of the vehicle belongs, is triggered after the driver has set up, for example, via mobile phone with his forwarding. In this case, those for the Of course, triggering the payment transaction required information will also be transmitted via the landline.
Of course, if the driver is unable or unwilling to replenish a charge credit, the driver may also take his vehicle out of the toll path network at the next opportunity (e.g., motorway exit) to avoid unauthorized driving in that toll route network.
Conveniently, the invention provides that the estimate made by the vehicle-mounted device in each case takes into account the route from the current location of the vehicle to the one or more nearest automatic stations in the direction of travel, on which a charge credit balance can be made. Of course, if there is a branching of the toll path network (e.g., motorway junction or interchange) in the direction of travel of the vehicle, it should be appreciated in the estimation that the vehicle may take different routes on its way. In this case, the estimation should always take into account the alternative where the nearest terminal is furthest away.
In the simplest case, it may be provided in the method according to the invention that the flat rate cost rate used for the estimation is merely a fixed amount which is based on the highest charge of the most expensive section of the traffic route network. In this case, therefore, the length of the next to be traveled section of the toll road network would not play a role. However, a much more realistic estimation can be achieved if the flat rate cost rate used for the estimation is a length-of-distance-related cost rate (kilometer rate), e.g. oriented to the most expensive vehicle class (for example, according to the highest permissible number of axles of a vehicle) and / or the most expensive route category.
Expediently, the amounts determined during the journey, at least at intervals, of the billed or billed user charges and / or their total and / or optionally a remaining remainder of a prepaid billing fee are displayed in order to avoid the Driver of the vehicle to inform about the development of billable fee volume continuously.
Conveniently, in the vehicle-mounted device, acknowledgment information about already cleared route sections, which also includes the currently traveled route section, is stored for control purposes. Advantageously, such a receipt information also stores the charge credit or fee credit from which the charge for the route sections or the used tolling geographical area has been or should be deducted. In this connection, it is particularly advantageous to be able to interrogate the acknowledgment information for purposes of control by wireless means, in particular by means of Dedicated Short Range Communication (DSRC), by control stations which are positioned along the toll route sections (stationary or preferably also mobile stations), and in Need to compare with data from the central office. For this purpose, the control stations can have a data connection with the central office.
The method according to the invention ensures reliable billing of the user charges for the use of toll sections by vehicles, without it being necessary to store the current tariff data for the traffic route network in the vehicle-side devices to be carried by the vehicles. The readiness for a proper payment of fees can thereby without interruption, i. be maintained without leaving the toll road network by the vehicle.
Claims (15)
- Method for collecting tolls for the use by vehicles of toll sections of traffic routes in a traffic-route network or at least a sub-network of a traffic-route network, using a device which is arranged in each case in a vehicle undertaking the use, and which uses position data that are representative of the current position of the vehicle and section data that are representative of the geographical course of the toll sections of the traffic routes to determine the respective use of a toll section or geographical area by the vehicle, wherein characteristic use data are sent wirelessly by the device, near to the time of the uses, to a central point for calculating the tolls, wherein it is ensured that during the use the general use authorisation in the sense of a readiness of the vehicle for charging, which is linked to the presence of a still sufficiently large unused part of either a prepaid toll credit or a toll credit of predetermined maximum amount, can be received in good time, without interruption, by effecting a payment process to the debit of the operator of the vehicle, wherein vehicle-specific and/or section-specific and/or time-specific parameters are included in the determination of the tolls, and wherein the precise determination of the tolls due is performed only at the central point on the basis of tariff data and the use data transmitted by the respective device,
characterised- in that an estimation is repeatedly made in the vehicle-borne device as to whether the part of the toll credit in each case still available is sufficient to be able to calculate the toll to be expected for one or more of the next sections of the toll traffic-route network which have not yet been reached, a fixedly preset flat cost unit rate being used as a basis for the estimation independently of the actual use tariff,- in that the amount of the part of the toll credit still available is transmitted by the central point to the vehicle-borne device while travelling and- in that if during the estimation no confirmation of an amount of the available toll credit which is still sufficient is received, the vehicle-borne device emits a signal to the driver as a request to buy a new toll credit or prompts the central point to calculate the toll credit which is almost used up and to make available a new toll credit. - Method according to Claim 1,
