Definitions

  • the present invention relates to an access and billing method using a chip card for obtaining services from telecommunications and supply networks, and a billing method using a chip card for obtaining services and / or goods using an electronic transfer method.
  • a first chip card and a second chip card are used.
  • the first chip card is housed in a terminal and the second chip card is housed in the switching technology.
  • a subscriber enters his PIN using a keyboard and identifies himself to the first chip card.
  • the first chip card then authenticates itself to the second chip card.
  • billing with the service provider is carried out in such a way that the credit values over the network gradually, depending after the service provided, that is, depending on the amount of the cost of a connection, "devalued", which is usually done via a centrally generated fee impulse.
  • this system requires a charge pulse or similar measures to be provided centrally in order to validate the stored credit values, and in this mode of operation corresponds to a conventional card telephone.
  • the prepaid card can be a rechargeable card. Similar to the system described above, the credit on the card is canceled centrally using a fee impulse.
  • an access and billing method by means of a chip card for obtaining services and / or supplies from telecommunications networks, supply networks and the like, using a decentralized subscriber switching system with a peripheral counting and locking element and a subscriber switching device connected to it.
  • a chip card is provided and / or initialized with a first storage device for value points that authorize the purchase of services and / or supplies from one or more specific operators and / or suppliers.
  • one or more specific amounts of money are transferred to the operator or operators and / or suppliers and a value point set corresponding to these or these amounts of money is stored in the first memory device of the chip card.
  • the decentralized subscriber switching system By communicating the peripheral counter and locking element with the chip card inserted in the subscriber switching device, the decentralized subscriber switching system is activated and the respective services and / or supplies are obtained. Finally, the amount of value points is reduced in accordance with the services and / or supplies purchased. This means, on the one hand, no system return is necessary in the previous method, since a certain amount of value points can be stored on the chip card and, on the other hand, a high level of security is guaranteed, since the activation of a decentralized subscriber interface system is not through communication with a control center but through communication between the chip card and a peripheral counter and locking member.
  • this method does not require a charge pulse or the like to be transmitted from a central office, since the billing, that is to say the cancellation, is carried out decentrally, so that the processing to be carried out in the central office is considerably simplified since there is no such charge pulse or the like for any current one Participants must be provided.
  • the decentralized peripheral counter and interlocking elements do not always have to be connected online to a control center.
  • a billing method by means of a chip card for the purchase of goods and / or services using a dealer / service provider-side programming device and a customer / subscriber-side connecting device or access box is created.
  • a chip card with a first storage device for transfer-relevant data is provided and / or initialized.
  • the transfer-relevant data are stored with the programming device via a network in the first memory device of the chip card inserted in the connecting device.
  • the transfer is carried out on the basis of the transfer-relevant data and a purchase of the goods and / or services is initiated.

  • connection of subscribers to communication networks and supply networks can also remain anonymous and the use of services and services is determined by the subscriber himself.
  • the very complex system return for the administration, operation and billing of the participants is therefore dispensed with and thus an access authorization with prepayment character is obtained.
  • the system return is the payment itself, which is made as a purchase or top-up of the prepaid card or as a transfer from the chip card to the account of the operator who is authorized to receive the fee for the marketing of the services from the respective networks.
  • This operator has previously programmed its peripheral connection point with all the data important for billing and administration.
  • This programming is carried out with a handheld programming device or programmer (not described in more detail here) via the respective own network or also via a third-party network by means of remote data transmission.
  • This new chip card or authorization card serves as a transfer card, which only carries out transfers from a customer account to an operator account and receives a value corresponding to this amount of value points, so to speak, as a receipt for this transfer, with which the participant retrieves services or supplies, even if the transfer amount is chosen freely or can relate.
  • This application can be saved in any form of electronic cash cards in an existing additional function, with which every form of electronic commerce can be fulfilled. With this card, no cash is loaded, but this cash is transferred electronically from the participant or customer account to the operator or service provider account.

  • the chip card when it is inserted for the first time, learns the data record previously stored in the peripheral switching element and transferred there by the operator / provider by means of a programming device with location data, name and bank details of the operator / provider.
  • the customer / participant In order to be able to carry out the transfer, the customer / participant must insert this chip card into a charging terminal of a bank or transmit this data to his bank by remote data transmission so that the transfer is carried out.
  • the amount of money is then converted into a so-called replacement currency in the form of value points using one of the additional functions on the cash card.
  • the peripheral connection point of a telecommunications network or supply network is connected to a subscriber connection device via the subscriber-related signal line, via which the power supply to the peripheral connection point and the data exchange between the controllers take place in the peripheral connection point and in the chip card.
  • This data connection is used for data exchange, which ultimately monitors the type of authorization and the duration of authorization for subscriber access and / or the amount of the fee quota and / or the utility service.
  • the peripheral connection point can be within the area of responsibility of the network operator, also outside the range of the subscriber, and can only be programmed or reprogrammed by the operator either before installation and on site, optionally via a third-party network or via the distribution network with the signals supplied there using a programming device.
  • It contains a serially programmable microcontroller, which with the data of the network operator, its address, its bank connection, further with the data of the connection point, its exact location and numbering, as well as with the data of the purchased services and the respective billing factor, which is the basis for authorization recognition and pricing, can be programmed.
  • This peripheral connection point can be used as a single switching element or as a peripheral counter and interlocking element between the respective output of telecommunication networks and supply networks and the home-related connection or also as a single component in networks, so that so-called individual blocking elements are created which give access to these networks in one or both directions regulate in whole or in part.
  • changeable data such as name, address of the network operator / service provider, his bank details and the billing factor can be reprogrammed at any time as the basis for billing. This is done to prevent misuse and unauthorized switching on.
  • the network operator / service provider can thereby primarily switch off, limit or switch through the connection if he deems it necessary. This can be useful if he does not want the participant to expect the prepaid service, gives him a permanent free card in the form of an activation chip card, as previously delivers against invoice or debit, and must lock it when the payment arrives.
  • a decentralized subscriber interface system can also be implemented here in a manner analogous to that described for the telecommunications networks:
  • the supply is locked by a so-called load contactor or another switch, such as an electronic load switch.

Since this data network is currently still in the trial phase, but it can also be expected that it will be expanded nationwide in the future, it is possible for the network operator to influence this microcontroller from the outside at any time via its own data network. This gives the energy supplier the option of making changes and tamper protection.
  • the connecting device can be integrated in the peripheral counter and locking element or better connected from there in the direction of an output distribution network at any point. Abstract
