Claims (7)

  1. Device for dispensing and cutting at the same time rolled up webs of materials, with at least a roll of material in use, wherein the roll of material (R1) in use is mounted for free rotation on a wall support (1) and is applied under pressure onto a drum (3) with a nonskid surface, so that by a mere manual pull on the web of material protruding from the device, it will be possible to dispense and to separate automatically a web the length of which is approximately equal to the periphery of the drum, the separation being achieved by means of a cutting device provided with a serrated cutting blade (4 - 4a), associated with the drum (3) and cooperating with a cam (16) having an upper contour (16b) to form an arched projection out of the drum, and a lower contour (16c) for the retraction of the blade (4A) within the drum, said cam being associated with a follower roller (18) depending from the cutting blade (4a), said cutting device being linked hingedly for the elastic return to the drum, the actuated drum, then the cutting operation has been performed, coming back to the initial position thereof through the intermediary and the action of complementary organs comprising a parachute (19), a pawl (21), a fixed stop (22) depending from the parachute, a movable stop (24) depending from the drum, a fresh web of material protruding automatically under the apparatus after the cutting operation, said dispensing and cutting device being characterized in that there are included therein, in combination :
    - an elastic means (31) for action on the movable stop (24), consisting of a blade rigidly locked at one of the ends thereof " with a fixed portion of the apparatus, the other end extending adjacent the movable stop (22) associated with the parachute (19), said blade being so designed that the movable stop (24), during the rotation of the drum, will follow the blade and will be brought from a lower position to an upper position in which the blade will be abutted against the fixed stop (22) associated with the parachute, causing thereby the drum to be stopped ;
    - a cam (16), which in addition to the upper contour (16b) and the lower contour (16c) thereof, has a concave portion (16a) for engagement, with a possibility of adjustment of the position, around the external cylindrical supporting portion of a bearing (15) mounting the drum for free rotation, in order to permit the modification of the path of the serrated blade (4a) ;
    - a positionally adjustable elastic means (32) for guiding the material rolled up on the drum, secured at an end to a fixed portion of the apparatus and extending behind the drum (3), whereby said elastic means (32) can be moved away from the drum or toward the drum in order to allow the material to be passed along more or less freely ;
    - a device for putting into service another roll of material (9), including a means (10 - 35) positioned within the apparatus, beneath or facing the drum, while being partly positioned in external projection relative to the lower opening or to the cover of the apparatus in order to permit the drum to be rotated manually and the web of material to be unrolled from the new roll.
  2. Device as claimed in Claim 1, characterized in that the blade (31) is in interdependence at one end with a fixed portion of the apparatus, consisting of a stepped plate (15a), formed on the bearing (15) for indexing the cam (16) on the support, said blade extending adjacent the fixed stop (22) in order to bring necessarily during the rotation of the drum the movable stop (24) against the stop (22), so that the drum (3) will be stopped after the cutting operation, before said stop (22), owing to the reaction of the oscillating parachute, is restored by the effect of gravity to the drum release position in order to allow a further pull on the material.
  3. Device as claimed in Claim 2, characterized in that the interlocking of the drum (3) by the abutment of the movable stop (24) against the stop (22) in combination with the provision of an adjustable central area of the web of material which is left uncut by the cutting blade (4a) made of two parts and being toothless at this location, allows for a resistance which is sufficient to separate the web completely, without the chance of an additional unrolling of the roll of material.
  4. Device as claimed in Claim 1, characterized in that the cam (16) includes a concave portion (16a) which can be laid on against the cylindrical supporting portion of bearing (15) and two different upper and lower convex contours (16b - 16c) joining to one another opposite the concave portion, said cam being secured by means of a screw which can be reached from the outside and which is passed through an offset plate (15a) of said bearing through the intermediary of an egg-shaped opening (15b) oriented for moving the cam away from the bearing or toward this bearing, modifying thereby the amplitude of the path.
  5. Device as claimed in Claim 1, characterized in that the elastic means for guiding the material rolled up on the drum (3) toward the lower outlet of the apparatus consists for example of a spring with joining turns (32) made fast with an off centre lug (32a) secured to the base plate (1), the position of which relative to the rear part of the drum can be modified in accordance with the quality of the wiping material by means of an organ such as a screw (33) the head of which is pressed against the lug (32a), the screw-threaded shank of said screw cooperating with a tapped hole of the base plate, a return spring (34) being interposed between the lug and the plate.
  6. Device as claimed in Claim 1, including a contrivance for putting into service a new roll of material, consisting of a roll (10) mounted for free rotation on the cheeks (1a - 1b) of the wall support and parallel relative to the centre line of the drum, beneath this drum find adjacent the lower opening for the passage of the material, characterized in that said roll (10) is so positioned that an ample sector of the circumference thereof will be protruding in order to be driven manually from the inside of the hand and therefore to drive the drum (3) by central connection of the following type : notched belt (11) grooved pinion (10a) on the roll, and grooved central neck (3b) on the drum, said neck being grooved in part, the driving of the drum causing the paying out of the web of material of the new roll of material positioned above the drum.
  7. Device as claimed in Claim 1, including a contrivance for putting into service a new roll by driving the drum (3), characterized in that the system consists of a roller (35), preferably with nonskid surface, which is mounted for free rotation and for adjustable positioning relative to the casing (36) in order to be moved away from the drum during the use of the apparatus, and to be directly connected with the drum for putting into service the fresh roll of material by manual action on the roller to be reached through an opening (36a) of the casing, so that the drum may be rotated and a web of material may be brought toward the lower opening of the apparatus.
