Гелиоветроэнергетический комплекс содержит распределенные в пространстве энергетического воздухопотока цилиндрической формы на финишном участке гелиопреобразующего пространства, сходящегося через специальные технологические средства к воздухоотводящему каналу, ветротурбину и электрогенерирующее устройство, связанные между собой бесконтактным образом, без применения традиционных валов как концентраторов и передатчиков механической энергии. В случае повышенной мощности комплекса дополнительно устанавливаются аналогичные ветротурбина и электрогенерирующее устройство, концентрически охватывающие предыдущие, причем входная полость этой ветротурбины соединена, преимущественно, с дополнительно созданным ветронаправляющим пространством. Ветротурбина выполнена составной из базовых частей - связанных пар концентрических энергодифференцирующих втулок, вращающихся вокруг общей оси на автономных опорах, между которыми в процессе сборки закрепляются лопасти из легкого воздухонепроницаемого материала, например из гибких металлических листов, удерживаемых при значительных радиальных, тангенциальных и осевых усилиях бандажными канатами. Энергодифференцирующие втулки также преимущественно выполнены составными посредством маркированных конструктивных модулей, в частности из легкого композитного материала, усиленных встроенными закладными изделиями.
