В результате первичного преобразования формируются, по меньшей мере, два первично преобразованных сообщения различного содержания. На втором этапе, по меньшей мере, часть первично преобразованного сообщения подвергают вторичному преобразованию. Получаемое в результате зашифрованное сообщение состоит из двух частей. Части можно либо перемешивать, либо передавать получателю через разные каналы. Используя выделенный центр обработки данных и управления, можно осуществлять безопасную передачу сообщения или его частей с дополнительным преобразованием сообщений для получателя. Таким образом, можно формировать открытые ключи и передавать их получателю без использования каких-либо средств для доставки ключей. Пользователи могут устанавливать индивидуальные ключи, используя открытые каналы связи. Описываются соответствующие способы декодирования и системы для осуществления данных способов.
