Während bisher das Dielektrikum von elektrischen Starkstromkabeln in der Regel aus Papierschichten aufgebaut wurde, die mit mehr oder weniger flüssigen oder zähflüssigen Stoffen getränkt wurden, sind in neuerer Zeit Kunststoffe entwickelt worden, die sich infolge ihrer guten dielektrischen Eigenschaften, insbesondere ihrer hohen Durchschlagsfestigkeit, für die Isolierung von Starkstromkabeln sehr gut eignen. Eine Reihe dieser Stoffe, wie beispielsweise Polyäthylen, Polystyrol, Polyisobutylen (oder auch Polyvinylchlorid), haben aber einen verhältnismäßig niedrigen Erweichungspunkt. Während nun im Normalbetrieb von Starkstromkabeln die durch die Stromwärme bedingte Erwärmung des Leiters sich in verhältnismäßig niedrigen Grenzen bewegt, die eine Erweichung solcher Stoffe nicht bedingen würde, können im Kurzschlußfall erheblich höhere Leitertemperaturen auftreten. Es werden beispielsweise von den VDE-Vorschriften für Kabel über 6 kV im Kurzschlußfall Leitertemperaturen von i6s° zugelassen. Eine solche Temperatur würde aber Polyäthylen und ähnliche Kunststoffe sofort zum Schmelzen bringen, wodurch das Kabel unbrauchbar würde. Je nach den vorliegenden Verhältnissen können die Stoffe für die eigentliche spannungstragende Schicht und die darunterliegende Zwischenschicht ausgewählt und aufeinander abgestimmt werden. Je nach den für diese Schicht gewählten Stoffen wird auch das Verhältnis der Stärke der beiden Schichten zu bemessen sein. Im allgemeinen wird aber die Stärke der Zwischenschicht kleiner sein als die der spannungstragenden Schicht.
