The combined industrial waste gas treatment device according to claim 4, further comprising two inclined blocks (24), a liquid discharge pipe (25) and a second water pump (26), wherein the two inclined blocks (24) are respectively and fixedly arranged at the left end and the right end of the bottom end of the neutralization tank (3), the output end of the liquid discharge pipe (25) sequentially penetrates through the bottom ends of the base (1) and the neutralization tank (3) to be communicated with the interior of the neutralization tank (3), the liquid discharge pipe (25) is positioned at the rear end of the neutralization tank (3), the output end of the liquid discharge pipe (25) is fixedly connected with the input end of the second water pump (26), and the output end of the second water pump (26) is communicated with the interior of the alkali liquor tank (18).
