The maintenance process of the device is as follows: when the pipe laying operation is not needed, the guide rail 300 is moved to the side along the bottom guide rail 104 from the middle position of the bottom connecting disc 101, so that equipment maintenance can be carried out, and a working space is made for other equipment. When the pipe laying operation is performed, the guide rail is moved to the middle position of the bottom connecting disc 101 along the bottom guide rail 104, and the pipe laying operation can be continued.
