The fully automatic aligning fluid handling arm of claim 4 wherein said safety interlock device comprises an electrostatic oil spill protector for monitoring whether static electricity or oil spill is present at the tank opening, a drop tube homing device for monitoring the position of the drop tube, an explosion-proof car stopper, a key manager for monitoring the key start of the tank car, a drop tube connection detector for monitoring the connection state of the drop tube, a human body static electricity discharge alarm for monitoring the static electricity state of people around the tank car, and a voice prompt controller.
