In other words, the diaphragm 30 is configured to be water-tight and air-tight in the tank 3, so that the air pressure is maintained at the same level between the clean water tank 31 and the dirty water tank 32, and when the dirty water tank 32 is sucked through the dirty water tank suction port 323, the entire internal space of the tank 3 is in a negative pressure state.
