The cooling and heating fan according to claim 13, wherein a handle (61) is provided on the heating element support (31), and a strip-shaped groove (62) through which the handle (61) passes and slides back and forth is provided on the air outlet grille (1) and the protective net (2), respectively.
15. A cooling and heating fan according to any one of claims 1-8, further comprising a guide structure, the guide structure comprising:
a chute (71) provided in one of the constituent structure and the heating element structure;
and a slider (72) provided on the other of the constituent structure and the heat-generating body structure and adapted to reciprocate in the chute (71).
16. Cooling and heating fan according to any of claims 3-7, characterised in that the structural structure comprises a carrier plate arranged at the bottom of the installation space (22), on which carrier plate a buffer structure (8) is arranged.
