The invention has small volume and simple structure; the periosteum stretching can be performed only by placing the stretching system into the gap between the cortical bone and the periosteum through a minimally invasive surgery, so that the operation is easy and the nursing is convenient; the traction can be carried out only by stripping periosteum, the artificial fracture is not needed, the load bearing is not influenced, and the risk of the postoperative diaphysis fracture is small; when in use, only a small minimally invasive incision is needed, the wound is small, and the infection rate is low.
