The dehydrated organic sludge is conveyed to a sludge aerobic composting device 4 for aerobic composting fermentation to prepare organic fertilizer, in the process, the air blowing device 41 is used for ventilating the sludge aerobic composting device 4, the generated odor is conveyed to an odor treatment device 42 for treatment, and the odor is discharged after reaching the standard. The system according to any one of claims 1 to 4, characterized in that the feed inlet of the sludge aerobic composting device (4) is connected to the outlet of the organic fertilizer waiting container (43) for returning the prepared organic fertilizer as backmixed material to the sludge aerobic composting device (4).
