辽河油田是国内主要的稠油生产基地，稠油开采主要依靠蒸汽吞吐、蒸汽驱及SAGD开采方式。当停止注汽或停产维修时，都必须将注汽锅炉内的高压蒸汽进行排空，才能保证安全作业。排放时会产生较大的噪音(通常都在100分贝左右)，这种噪音对站内工作人员及附近居民的生活造成了较大的影响，有时还会引起纠纷，影响油地和谐。此外，高压蒸汽直接进行排空时，会释放大量的高压蒸汽，造成严重的水资源浪费现象。因此，降低排放噪音、回收凝结水成为油田注汽系统的一个不可或缺的组成部分。
