Abstract
本实用新型公开了一种基于车牌识别技术的车险催保系统。该实用新型由图像采集设备、图像处理模块、车牌识别模块、信息处理模块和输出单元依次相连组成。该系统通过应用车牌识别技术将识别到的车牌信息与已参保车辆数据库中记录的车辆信息相比较分析，存储比较结果，并在输出单元中输出未参保或续保车辆的信息。该系统的应用可使车辆所有人通过输出平台收到车辆管理部门的投保或续保提醒业务，及时投保或续保，避免在出现交通事故后，承担更多的交通意外风险。

技术领域
本实用新型涉及一种车险催保系统，尤其是一种基于车牌识别技术的车险催保系统。
背景技术
随着经济的快速进步和汽车工业的飞速发展，使得各地汽车保有量也飞速增长，相伴随着出现的就是道路交通的拥堵和交通事故的频繁发生；此时，机动车辆保险（即“车险”）就显得尤为重要。车险是以机动车辆本身及其第三者责任等为保险标志的一种运输工具保险，需要车辆所有人（或管理人）按期投保或续保。然而，有相当多的车辆所有人（或管理人）因为诸多主客观因素而未能按期投保或续保，导致出现交通事故后，承担了更多不必要的交通意外风险。但是，目前投保或续保主要还是依靠车辆所有人（或管理人）的自觉缴纳和保险公司的电话催保来完成，尚无一套成熟的系统来提醒车辆所有人（或管理人）按期投保或续保。
发明内容
为了克服上述现有技术的不足，本实用新型提供了一种基于车牌识别技术的车险催保系统。
为了能够及时提醒车辆所有人（或管理人）按期投保或续保，本实用新型提供了一种成本低、信息处理能力强、系统稳定的基于车牌识别技术的车险催保系统。
本实用新型所采用的技术方案是：一种基于车牌识别技术的车险催保系统，由图像采集设备、图像处理模块、车牌识别模块、信息处理模块和输出单元依次相连组成，且已参保车辆数据库与信息处理模块相连。
图像采集设备，采用高清摄像机采集机动车辆的车牌图像信息，并将采集到的车牌图像信息传输给图像处理模块。
图像处理模块，负责对图像采集设备传送的车牌图像信息进行预处理，提取有用的车牌信息，并将提取到的车牌信息传输给车牌识别模块。
车牌识别模块，负责对图像处理模块提取的车牌信息进行识别，并将识别后的结果存储和传输给信息处理单元。
信息处理单元，负责将车牌识别模块识别到的车牌信息与已参保车辆数据库中记录的车辆信息相比较分析，并记录比较结果，输出未参保或续保车辆的信息。
输出单元包括大屏幕显示系统和手机短信服务平台，大屏幕显示系统输出未及时参保或续保车辆的车辆信息，手机短信服务平台为车辆所有人（或管理人）提供参保或续保的手机提醒服务。
与现有技术相比，本实用新型的有益效果是，车辆上路行驶时，车辆所有人（或管理人）可以通过道路上的大屏幕显示系统及时知晓保有车辆的投保或续保情况；同时，车辆所有人或管理人可以通过手机短信平台收到车辆管理部门的投保或续保提醒业务，及时投保或续保。避免出现交通事故后，承担更多的交通意外风险。

具体实施方式
下面结合附图对本实用新型进一步说明。
如图1所示，本实用新型所述的一种基于车牌识别技术的车险催保系统，由图像采集设备、图像处理模块、车牌识别模块、信息处理模块和输出单元依次相连组成，且已参保车辆数据库与信息处理模块相连。
本实用新型的具体实施方式是：将系统布设于高速路通道匝道入口、大型停车场或其它指定地点，以便能方便获取车牌信息。当车辆从设有系统的路段经过时，图像采集设备通过高清摄像机获取到车辆基本信息，并将采集到的车辆基本信息传递给图像处理模块，图像处理模块一方面完成车辆基本信息入存指定数据库的工作，另一方面完成对车辆基本信息中“车牌”信息的图像切割处理，并将切割后的图像信息传递给车牌识别模块。
车牌识别模块通过特定算法对图像处理模块处理后的车牌信息进行分析识别，得出准确度高的“车牌”信息（例如：晋A XXXX），并将识别后的信息传递给信息处理单元。
信息处理模块主要功能为：1.完成车牌识别模块传递的数据和已参保车辆数据库的比对工作；2.通过数据信息比对工作，得出未按时投保或续保的车辆信息；3.将比对后的结果信息传递给输出单元。
输出单元将信息处理单元传递的结果信息进行分步处理，一是在道路特定路段或停车场等地方的大屏幕显示系统显示未参保或续保车辆信息，二是通过手机短信服务平台直接将未参保或续保车辆的车辆信息发布给车辆所有人（或管理人），提醒按时参保或续保。
Claims (1)
1.一种基于车牌识别技术的车险催保系统，其特征在于：由图像采集设备、图像处理模块、车牌识别模块、信息处理模块和输出单元依次相连组成，且已参保车辆数据库与信息处理模块相连；
所述图像采集设备采用高清摄像机，采集车辆的基本信息；
所述图像处理模块对图像采集设备采集到的图像进行预处理，提取所摄车辆车牌图像信息；
所述车牌识别模块对图像处理模块提取到的车牌图像信息进行车牌识别，并存储；
所述信息处理单元将车牌识别模块识别到的车牌信息与已参保车辆数据库中记录的车辆信息相比较分析，并记录比较结果，输出未参保或续保车辆的信息；
所述输出单元包括大屏幕显示系统和手机短信服务平台，大屏幕显示系统输出未及时参保或续保车辆的车辆信息，手机短信服务平台为车辆所有人提供参保或续保的手机提醒服务。
