本实用新型是这样来实现的，它包括底座、支撑杆、卷纸、挡板、锁、罩子、卡扣，其特征是底座中心竖直连接支撑杆，支撑杆上套有若干筒卷纸，底座的一侧竖直连接挡板，挡板通过锁连接罩子，挡板的高度与罩子高度相当，所述罩子的下端为敞开式，敞开高度为一卷纸高度，支撑杆的下端设有卡扣，卡扣位置高于最下层卷纸的高度。
