为了达到本实用新型的目的，本实用新型所采用的技术方案是：由主固定钩、主钩身、拉紧齿条、副固定钩、副钩身、单向棘轮、操作手柄组成，其特征是主固定钩上连有主钩身，主钩身上留有拉紧齿条，拉紧齿条外留有副固定钩，副固定钩上连有副钩身，副钩身上留有单向棘轮，单向棘轮上留有操作手柄，使用时将主固定钩和副固定钩固定在需拉紧链条的两端，扳动操作手柄使单向棘轮在拉紧齿条上运动缩短距离即可。
