Determining whether to send the early warning information according to the user policy corresponding to the target user and the early warning information comprises the following steps:
if the early warning information is disaster early warning information which is not researched and judged, judging whether the disaster type, the early warning type and the early warning level in the early warning information accord with the sending strategy according to the sending strategy contained in the user strategy corresponding to the target user and the early warning information; if the sending strategy is met, sending early warning information; if the sending strategy is not met or the sending strategy does not exist, the early warning information is not sent.
In general, since the accuracy of the undeveloped disaster warning information is lower than that of the undeveloped disaster warning information, if the current disaster warning information is the undeveloped disaster warning information, the target user is not sent when the current disaster warning information does not meet the sending policy of the target user or the target user is not configured with the sending policy. For example, information such as disaster type, early warning grade and the like in early warning information is obtained, the disaster type in the received early warning information is mountain torrents, the early warning type is monitoring and warning, and the early warning grade is red grade; if the sending strategy configured by the target user is that the disaster type is mountain torrent, the early warning type is forecast early warning, and the early warning level is red, the early warning information is sent, so that in the case, the current early warning information does not accord with the sending strategy of the target user, and the current early warning information is not sent to the target user because the current early warning information is the early warning information which is not subjected to research and judgment.
As a possible implementation manner, after the determining that the current early warning information is not sent to the target user, an operation instruction for judging the current early warning information may also be received. For example, the operation instruction is received through a mouse and a keyboard to research and judge the current early warning information; or the current early warning information is researched and judged by receiving the operation intelligence through the touch screen.
If the early warning information is manually input or the disaster early warning information which is subjected to research and judgment, judging whether the early warning information comprises a disaster type, an early warning type and an early warning level, if the disaster type, the early warning type and the early warning level are obtained from the early warning information, judging whether the disaster type, the early warning type and the early warning level accord with a sending strategy according to a sending strategy contained in a user strategy corresponding to a target user; if the sending strategy is met or if the sending strategy does not exist, sending early warning information; if the sending strategy is not met, the early warning information is not sent; and if the early warning information does not comprise at least one of disaster type, early warning type and early warning grade, sending the early warning information.
In the application, if the current early warning information is manually input early warning information, for example, manually input early warning information after on-site monitoring by a staff, or early warning information obtained after manual research and judgment is performed on the early warning information automatically generated by the model, because the early warning information after manual research and judgment or the early warning information generated after on-site monitoring by the staff has higher accuracy, even if the target user does not have a sending strategy corresponding to the current early warning information, the early warning information is sent to the target user. The target channel strategy comprises different sending orders of the information sending channels. For example, the target channel policy includes information transmission channels such as a short message channel, an outbound channel, and an APP channel. The information sending channels in the target channel strategies can be the same or different, for example, in one target channel strategy, the information sending channels are: the message channel, the outbound channel and the outbound channel represent that in the target channel strategy, the order of the message sending channels is that the message is sent through the message channel, then the outbound channel is sent, and finally the message is sent through the outbound channel. S3: and determining the candidate users with the position identification information matched with the target area according to the determined target area and the position identification information of the users.
S4: determining each target user matched with the preset label for matching according to the preset label for matching and the user label corresponding to each user in the database; and the temporary receiving person input by the user is taken as a target user.

In the present application, the target user may include a personal end user and a group end user, where the group end user may be all listeners corresponding to the large horn, or all viewers corresponding to the display screen.

The standby mobile phone number refers to the standby mobile phone number of the target user, and the second mobile phone number is the mobile phone number of the associated person of the target user.
The information sending channels ordered sequentially in the default channel strategy are as follows: short message, resend short message and outbound; the specific sending mode is that the short message of the early warning information is sent within 30 minutes, the short message is not fed back for resending within 1 minute, and the intelligent outbound is automatically carried out within 2 minutes after the resending.
In addition, the user policy also comprises a short message merging and sending policy and a closed loop feedback policy, wherein the short message merging and sending policy is that when pointers are used for publishing a plurality of early warning information of the same user by adopting a short message channel, the plurality of early warning information can be merged into one short message to be published; the closed-loop feedback strategy refers to the condition that a user belongs to a user of closed-loop management and needs to feed back the receiving and responding conditions of the early-warning information after receiving the early-warning information.
Aiming at temporary receiving personnel, a selection button of a release channel, a selection button whether to feed back, a selection button whether to call, and time setting when feedback is needed are also arranged; and determining a default channel strategy, a closed loop feedback strategy and a calling response strategy in the user strategies of temporary receiving personnel, duty personnel, hidden danger point responsibility personnel and construction point responsibility personnel according to the operation of the user.
For example, in the user policies of temporary receiving personnel, duty personnel, hidden danger point responsibility personnel and construction point responsibility personnel, the default channel policies of the user are: the specific sending mode is that the short message is sent for-1 minute without feedback to resend the short message, and the intelligent outbound is automatically carried out 2 minutes after resending without feedback; and determining that temporary receiving personnel, duty personnel, hidden danger point responsibility personnel and construction point responsibility personnel are users needing closed-loop management according to a closed-loop feedback strategy and a calling response strategy in a user strategy, and particularly, users needing closed-loop feedback and calling response.
In a specific example of the application, for different types of target users, the information sending channels included in the target channel policies are also different, for example, for personal terminal users in the target users, the target channel policies include at least one channel of channels such as a short message channel, an outbound channel, an APP channel and the like; aiming at group terminal users in target users, the target channel strategy comprises at least one channel of channels such as a megaphone channel and a display screen channel.
Specifically, whether the target user is a personal terminal user or a group terminal user can be determined according to the terminal identification information of any information transmission channel included in the target channel strategy of the target user, so that early warning information is transmitted through the determined target information transmission channel. If the target user is a personal terminal user, the target channel strategy of the target terminal user comprises identification information of a short message channel, an outbound channel, an APP channel and the like; if the target user is a group terminal user, the target channel strategy of the target terminal user comprises identification information of a large horn channel, a display screen channel and the like.
If the target information sending channel is a short message channel, generating an early warning short message based on early warning information and a preset short message template, and automatically sending the early warning short message according to a target telephone number correspondingly stored by the target user;
or if the target information sending channel is an outbound channel, generating early warning outbound audio based on early warning information and a preset outbound audio template, and automatically carrying out telephone outbound according to the telephone number correspondingly stored by the target user;
or if the target information sending channel is a large horn channel, generating early warning audio based on the early warning information and a preset audio template, and sending the early warning audio to a large horn and outputting according to the horn equipment ID correspondingly stored by the target user;
Or if the target information sending channel is a display screen channel, generating early warning display content based on the early warning information and a preset display content template, and sending the early warning display content to a display screen for display according to the display screen equipment ID correspondingly stored by the target user;

In the application, the target user may be divided into different user groups in advance, and different user group policies may be configured for different user groups, and the method for determining the user policy corresponding to the target user includes: judging whether the target users are grouped in advance; if yes, the group policy of the user group to which the target user belongs is taken as the user policy corresponding to the target user. If the target user belongs to the pre-divided user group, the user group strategy of the user group to which the target user belongs is taken as the user strategy of the target user.

In the application, if the target user is a user for closed-loop management, the system server side is required to send the prompt information for closed-loop management to the terminal of the target user, or the terminal of the target user outputs the prompt information for closed-loop management, and if the target user does not feed back within the preset time length, the prompt information is required to be resent or output. In the application, the method for determining the target user as the user with closed-loop management comprises the following steps: judging whether the target user belongs to at least one of users provided with a closed loop feedback strategy/a calling response strategy; if yes, determining the target user as a closed-loop management user. For example, for closed-loop management users, a closed-loop feedback strategy and/or a dynamic response strategy may be configured for each user in advance. If the target user is determined to be a user for closed-loop management, the system server sends or outputs a prompt message for closed-loop management from the terminal of the target user, and resends or outputs the prompt message when the feedback is not performed after a preset time length, including:
If the target user is a closed-loop feedback user, the system server side sends or outputs the feedback prompt information by the terminal of the target user, and resends or outputs the prompt information when the feedback information is not received after the first preset time length. After receiving the prompt message, the user configured as closed-loop feedback can feed back through a short message reply or voice reply mode. For example, if the user receives the prompt message through the short message, the user can feed back by replying to the predefined content, for example replying to the numbers 1 and 2; for example, if the user receives the prompt information through the outbound call, the user can feed back through the voice reply, for example, after receiving the outbound call, the user directly replies the outbound call, such as replying that the received information is received, or replying whether the content is heard, or replying the numbers 1 and 2, etc.
If the target user is a user of the calling response, the system server side sends or the terminal of the target user outputs prompt information for the calling response within a second preset time period, and if the calling response information is not received after the second preset time period or the auditing is not passed after the calling response information is received, the prompt information is resent or output. After receiving the prompt message, the user configured to call for the response needs to feed back the position information, the field picture or the video. For example, the user can upload the position, the picture or the video through the APP, and if the uploaded information does not pass the audit, prompt information is sent or output to the user again so as to prompt the user to feed back the information again.

If the target user is a user for calling and responding, the triggering system server sends or triggers the terminal of the target user to output the prompt message for calling and responding in a second preset time period, and the method further comprises the following steps: setting the initial calling response state of the target user as called; determining whether the target user receives the call response information or not according to a fourth preset time length at intervals, wherein the fourth preset time length can be the same as the second preset time length or different from the second preset time length; if yes, updating the calling movement response state of the target user into called movement, and outputting and displaying calling movement response information, wherein the calling movement response information comprises at least one of condition description, pictures, videos, position information and online state; if not, the calling response state of the target user is kept unchanged.
For example, in order to realize whether the target user receives the early warning information, that is, to realize the call response to the target user, a group closed loop feedback strategy to be fed back is further set in the group to which part of the users belong, and a closed loop feedback strategy is further set in the group to which part of the users are not grouped, if the target user belongs to the user, the generated early warning short message may include receiving the reply 1, and the early warning outbound audio includes requesting whether the reply content is heard or not, and the like.
And S7, if the feedback information of the target user is received, the feedback information of the target user is stored, and the feedback state of the target user is updated to be fed back. Specifically, if feedback information of the early warning short message is received, the short message record is saved, and if the feedback information of the telephone outbound is received as listening or other audios, the call record is saved and converted into a text record.

Specifically, the information sending quantity, the quantity to be fed back, the fed back quantity and the quantity not to be fed back can be determined and output and displayed according to the quantity of sending early warning short messages or early warning outbound voice frequency, the quantity of users needing to be fed back in terminal users sending early warning information and the feedback state of each target user.

Meanwhile, the number of called users and the number of called users not to be called can be determined and displayed according to the number of users needing to respond in the users sending the APP early warning display content and the calling response state of each user.
In the application, an application program for receiving early warning information, carrying out calling feedback and calling response exists on the terminal of each user, and after the terminal user receives the early warning information, a circle with a disaster risk position as a circle center and a set distance as a radius is displayed on a map displayed on an interface, so that the user can intuitively acquire the disaster risk position and the influence range. And (3) displaying a button for clicking confirmation on each early warning information on the interface for displaying each early warning information, and sending confirmed feedback information to the server if the user clicks the button. After selecting any one of the early warning information for detailed display, a button for 'calling and reporting' is displayed, if the user clicks the button, each area for shooting pictures or videos, reporting positions and situation descriptions is displayed, and the reporting button is displayed, if the user clicks the reporting button, the pictures or videos, the position information and the situation descriptions are sent to the server; the server updates the called response status to called.
The following describes the early warning information sending feedback process according to the present application with a specific example, as follows:

And judging whether the target disaster type, the target early warning type and the target early warning level accord with the group sending strategy or not according to the group sending strategy, the group channel strategy, the target disaster type, the target early warning type and the target early warning level of the group to which the target user belongs aiming at each target user, if so, sending early warning information, and if not, not sending the early warning information.
According to each group channel strategy of the target user, a transmission mode corresponding to each group channel strategy, a target disaster type and a target early warning grade, determining a target group channel strategy which is in accordance with the target disaster type and the target early warning grade, and transmitting early warning information according to the preset sequence of different information transmission channels in the target group channel strategy, namely, short message-resend short message-outbound-re-outbound.
According to the early warning short message generated by the early warning information and the target user number correspondingly stored by the target user, automatically sending the early warning short message, storing the reply short message and updating the feedback state of the target user to be fed back if the reply short message of the target user is received, and retransmitting the early warning short message after an interval of 10 minutes if the reply short message of the target user is not received; if the reply short message is received, the reply short message is stored, and the feedback state of the target user is updated to be fed back; if the reply short message is not received yet, early warning outbound audio occurs after an interval of 10 minutes, if the reply audio is received, the reply audio is stored, and the feedback state of the target user is updated to be fed back.
Aiming at the short message channel, the information sending quantity, the quantity to be fed back and the actual feedback quantity are determined and output and displayed according to the quantity of the sent early warning short messages, the labels of whether the groups of each target user which sends the early warning short messages need to be fed back or not and the feedback state of each target user every 1 minute.

It will be appreciated by those skilled in the art that fig. 5 is merely an example of the terminal device 10 and is not limiting of the terminal device 10, and may include more or fewer components than shown, or may combine certain components, or different components, e.g., the terminal device may also include input-output devices, network access devices, buses, etc.
The processor 100 may be a central processing unit (Central Processing Unit, CPU), but may also be other general purpose processors, digital signal processors (Digital Signal Processor, DSP), application specific integrated circuits (Application Specific Integrated Circuit, ASIC), off-the-shelf programmable gate arrays (Field-Programmable Gate Array, FPGA) or other programmable logic devices, discrete gate or transistor logic devices, discrete hardware components, or the like. A general purpose processor may be a microprocessor or the processor may be any conventional processor or the like.
The memory 101 may be an internal storage unit of the terminal device 10, such as a hard disk or a memory of the terminal device 10. The memory 101 may also be an external storage device of the terminal device 10, such as a plug-in hard disk provided on the terminal device 10, a Smart Media Card (SMC), a Secure Digital (SD) Card, a Flash memory Card (Flash Card), or the like. Determining a target area in response to received early warning information, determining a to-be-selected user with position identification information matched with the target area according to the target area and the position identification information of the user, determining a preset label for matching in response to the early warning information, and determining a target user to be sent with the early warning information in the to-be-selected user according to the user information of the to-be-selected user and the preset label for matching, wherein the preset label comprises corresponding label attributes and label contents;
determining whether to send the early warning information to the target user or not according to a user strategy corresponding to the target user and the early warning information, and sending the early warning information to a target information sending channel corresponding to the early warning information, and sending the early warning information according to a communication address and/or a standby communication address of the target information sending channel;
if the target user is determined to be the user with closed-loop management, the system server side sends or the terminal of the target user outputs the prompt information for closed-loop management, and resends or outputs the prompt information when feedback is not carried out within the preset time.
2. The method of claim 1, wherein the method of determining the target area in response to the received pre-warning information comprises:
If the early warning information is early warning information based on disaster risk areas, determining an early warning area corresponding to the disaster risk areas as the target area according to the position information of the disaster risk areas in the early warning information;
if the early warning information is early warning information based on disaster risk points, determining a preset influence area corresponding to the early warning level of the disaster risk points of the disaster type as the target area according to the position information, the disaster type and the early warning level of the disaster risk points in the early warning information.
3. The method of claim 1, wherein the determining a preset tag for matching in response to the pre-warning information comprises:
determining a disaster type, an early warning type and an early warning grade in the early warning information, and a corresponding relation between the pre-stored disaster type, the early warning type and the early warning grade and a preset label, and determining the preset label which corresponds to the disaster type, the early warning type and the early warning grade in the early warning information and is used for matching; or alternatively
Responding to the early warning information to display options of preset labels, and receiving selection operation of a user to determine the preset labels for matching; the preset labels consist of label attributes and label contents.
4. The method according to claim 1, wherein the determining, according to the user information of the candidate users and the preset tag for matching, the target user to send the early warning information in the candidate users includes:
determining a user tag with tag attributes matched with the tag attributes of the preset tag used for matching according to the user information of the user to be selected and the tag attributes of the preset tag used for matching;
determining that the user to be selected, of which the tag content is matched with the tag content of the preset tag for matching, is the target user according to the tag content of the preset tag for matching and the tag content of the user tag of the user to be selected; and/or
And determining a target user group with the label content of the user label matched with the label content of the preset label for matching according to the label content of the preset label for matching and the label content of the user label of the user group where the user to be selected is located, and determining that the user to be selected in the target user group is the target user.

if the early warning information is disaster early warning information which is not researched and judged, judging whether the disaster type, the early warning type and the early warning level in the early warning information accord with the sending strategy according to the sending strategy contained in the user strategy corresponding to the target user and the early warning information; if the sending strategy is met, sending the early warning information; if the sending strategy is not met or the sending strategy does not exist, the early warning information is not sent;

7. The method according to claim 1, wherein the determining a corresponding target information transmission channel for transmitting the early warning information according to the user policy corresponding to the target user and the early warning information includes:
if the user policy corresponding to the target user contains a custom channel policy, determining whether the disaster type, the early warning type and the early warning level are contained in the early warning information, if yes, determining that the target custom channel policy which accords with the disaster type, the early warning type and the early warning level in the custom channel policy is a target channel policy, and if not, determining the default channel policy contained in the user policy as a target channel policy;
If the user strategy corresponding to the target user does not contain the custom channel strategy, determining a default channel strategy contained in the user strategy as a target channel strategy;
and determining the target information sending channels according to the preset sequence of different information sending channels in the target channel strategy.
8. The method of claim 1, wherein the method of determining the user policy corresponding to the target user comprises:
judging whether the target users are grouped in advance;
if yes, taking the group policy of the user group to which the target user belongs as the user policy corresponding to the target user.
