The birth medical evidence is used for proving the birth state of the newborn, and the relationship between the birth state and the blood relatives is legal medical evidence for reporting nationality and household registration and obtaining citizen identity. The inventor finds that the existing birth medical proving and handling scheme has the following problems: the doctor needs to draw out time to fill out the birth medical proof (the existing regulations require 24 hours to fill out) in busy works, which may affect the progress and quality of other works. Moreover, doctors also need to send the birth medical evidence to the health administration department, which increases the workflow and time cost; secondly, a doctor may make a pen error, omission or mistake when filling out the birth medical proof, so that the information of the birth medical proof is inconsistent with the actual situation. This may cause inconvenience and risk to the parturients and infants, such as problems affecting registration of the apartments, insurance claims, etc.

Specifically, the hospitalized delivery information comprises delivery mechanism and neonate related information; the parents of the newborn submit a claim application through a pre-built internet platform by means of terminal equipment, wherein the terminal equipment comprises, but is not limited to, a mobile phone, a tablet Personal Computer (PC) and self-service terminal equipment in a hospital, and clients of the internet platform can achieve data uploading, checking and information modification of the claim by means of APP, an application program, a WeChat applet and WeChat public number.
In the specific implementation, after the claimant uploads the related application materials, the claimant inpatient delivery information is automatically associated and displayed to the claimant for verification, and when the verification is wrong, the claimant modification information is received and fed back to the issuing mechanism for error information modification; when the verification is correct, the name of the neonate filled in by the claimant is received and the claimant request is forwarded to a doctor of the issuing authority for verification.
In specific implementation, when checking is correct, the claimant fills in the name of the neonate and confirms, and the name is transmitted to the issuing mechanism after being authenticated by the handwritten electronic signature, and a doctor of the issuing mechanism checks and issues the medical certificate.
In a specific implementation, before the claim request is sent to the issuing mechanism, the claim person needs to fill in the addressee information and the address of the receiver, and pay the express fee or select the freight fee to pay.
(2) Doctor reviews and signs the medical evidence: a doctor of the delivery institution reviews the registration information submitted by the parents of the newborn via the internet platform. If there is a problem, the doctor will inform the user of the online modification and resubmitting via a short message and a public number. And finally, after confirming the correctness, the doctor issues the medical certificate and notifies the quick progression of the collection.
In particular implementations, archiving is performed when a doctor reviews and issues a medical certificate, including first-time issue of a registry, a copy of a neonate's parental identification card, and a stub.
(3) Mailing to the home. The express delivery sends the birth medical certificate to the home according to the mailing address provided by the parents of the newborn.
(4) An electronic license is generated. Within 2-3 days after the successful printing of the birth medical certificate, the system automatically generates the electronic certificate of the birth medical certificate and files the electronic certificate on the national integrated on-line government service platform. The neonate parent can query and use the birth medical proof electronic license through the internet platform.
(5) And checking by a public security organization. When the public security organization handles the new born business, the national integrated on-line government service platform can inquire, check and file the electronic certificate file of the birth medical certificate, thereby meeting the business requirement of sharing the electronic certificate of the birth medical certificate.
