a responsibility determining module 306, configured to determine an accident type according to the vehicle behavior information, generate an original responsibility identification book according to the evidence information, the accident type, a preset responsibility identification book template, and voice data input by a traffic police, and then send the original responsibility identification book to the mobile terminal;
A saving module 308, configured to receive and save an accident responsibility identification book with an accident party signature from the mobile terminal; wherein, the mobile terminal is used for: receiving the original responsibility confirmation; adding the accident party signature to the original responsibility identification book in response to the signature operation aiming at the original responsibility identification book, so as to obtain the accident responsibility identification book; and sending the accident responsibility identification book to the target traffic police command center.
According to the expressway accident remote handling system, when traffic accidents occur on the expressway, the accident occurrence party can carry out video alarming corresponding to the mobile terminal, so that the target traffic police command center corresponding to the accident occurrence road section can remotely carry out responsibility identification of the traffic accidents by utilizing the video data of the mobile terminal, the police database and the video data of the corresponding road side unit, the accuracy and the efficiency of the responsibility identification of the traffic accidents are improved, and the social and economic losses are reduced.
The request module 31 described above may also be used to: responding to a video alarm request sent by the mobile terminal, acquiring the geographic position of the expressway where the mobile terminal is located, and determining the accident section according to the geographic position; and determining the target traffic police command center 30 based on the matching relationship, and sending the video alarm request to the target traffic police command center 30.
The first information obtaining module 302 may be further configured to: extracting field evidence of the accident section from the first video data; wherein the field evidence comprises a license plate number; acquiring police data related to the field evidence from the police database, and checking the field evidence by utilizing the police data; and if the on-site evidence verification is passed, determining the evidence information according to the on-site evidence and the police data, and acquiring the evidence information.
The second information acquisition module 304 may also be configured to: and identifying a vehicle target corresponding to the license plate number from the second video data through a pre-trained target detection model, tracking the vehicle target, and then extracting the obtained moving track of the vehicle target as the vehicle behavior information.
The responsibility module 306 described above may also be used to: identifying voice information related to accident responsibility from the voice data through a hidden Markov model; generating accident information according to the evidence information, the accident type and the voice information, and filling the accident information into the preset responsibility identification book template to obtain the original responsibility identification book.
The first information obtaining module 302 may be further configured to: and intercepting at least one frame of target image containing the live evidence target from the first video data, identifying the live evidence target contained in each frame of target image, and merging all the identified live evidence targets into the live evidence.
The first information obtaining module 302 may be further configured to: and finding out target data corresponding to and matched with the license plate number from the police database by using the license plate number, and extracting the target data as the police data.
The police data may include insurance information; based on this, the embodiment of the present invention further provides another expressway accident remote processing system based on the expressway accident remote processing system shown in fig. 3, and referring to fig. 4, in this system, the target traffic police command center 30 may further include:

based on a preset matching relation between the expressway section and the traffic police command center, sending a video alarm request from a mobile terminal corresponding to the accident party to a target traffic police command center corresponding to the accident section;
After the target traffic police command center responds to the video alarm request, acquiring first video data acquired by the mobile terminal in the moving process, and acquiring evidence information of the accident road section according to the first video data and a police database;
the target traffic police command center acquires second video data acquired by a road side unit of the accident road section in an accident occurrence period, and acquires vehicle behavior information of the accident road section according to the evidence information and the second video data;
the target traffic police command center determines the accident type according to the vehicle behavior information, generates an original responsibility identification book according to the evidence information, the accident type, a preset responsibility identification book template and voice data input by traffic police, and then sends the original responsibility identification book to the mobile terminal;
the target traffic police command center receives and stores an accident responsibility identification book with an accident occurrence party signature from the mobile terminal; wherein, the mobile terminal is used for: receiving the original responsibility confirmation; adding the accident party signature to the original responsibility identification book in response to the signature operation aiming at the original responsibility identification book, so as to obtain the accident responsibility identification book; and sending the accident responsibility identification book to the target traffic police command center.

The method of claim 1, wherein transmitting the video alert request from the accident-party-corresponding mobile terminal to the accident-party-corresponding target traffic-police command center based on the matching relationship between the preset expressway section and the traffic-police command center, comprises:
responding to a video alarm request sent by the mobile terminal, acquiring the geographic position of the expressway where the mobile terminal is located, and determining the accident section according to the geographic position;
and determining the target traffic police command center based on the matching relation, and sending the video alarm request to the target traffic police command center.
3. The method of claim 1, wherein obtaining evidence information for the accident-related road segment from the first video data and a police database comprises:
extracting field evidence of the accident section from the first video data; wherein the field evidence comprises a license plate number;
acquiring police data related to the field evidence from the police database, and checking the field evidence by utilizing the police data;
and if the on-site evidence verification is passed, determining the evidence information according to the on-site evidence and the police data, and acquiring the evidence information.
4. A method according to claim 3, wherein obtaining vehicle behavior information of the accident-related road segment from the evidence information and the second video data comprises:
and identifying a vehicle target corresponding to the license plate number from the second video data through a pre-trained target detection model, tracking the vehicle target, and then extracting the obtained moving track of the vehicle target as the vehicle behavior information.
5. The method of claim 1, wherein generating an original liability assignment from the evidence information, the accident type, a preset liability assignment template, and voice data input by a traffic police, comprises:
identifying voice information related to accident responsibility from the voice data through a hidden Markov model;
generating accident information according to the evidence information, the accident type and the voice information, and filling the accident information into the preset responsibility identification book template to obtain the original responsibility identification book.
6. A method according to claim 3, wherein extracting field evidence of the accident-related road segment from the first video data comprises:
And intercepting at least one frame of target image containing the live evidence target from the first video data, identifying the live evidence target contained in each frame of target image, and merging all the identified live evidence targets into the live evidence.
7. The method of claim 6, wherein retrieving police data related to the field evidence from the police database comprises:
and finding out target data corresponding to and matched with the license plate number from the police database by using the license plate number, and extracting the target data as the police data.
8. The method of claim 7, wherein the police data includes insurance information; the method further comprises the steps of:
and if the number of times of risk emergence in the insurance information exceeds a preset threshold value, generating early warning information representing the cheating insurance risk.
