s1, sequentially pouring polyolefin, an olefin-based elastomer, a flame-retardant master batch, an antioxidant and an ultraviolet absorbent into a stirrer, mixing materials according to a proportion, wherein the rotating speed of the stirrer in the material mixing process is set to be 120-240 r/min, and the stirring time is set to be 30-90 min;
s2, feeding the mixed materials into a parallel double-screw extruder in a particle metering mode to carry out extrusion plasticizing operation, wherein the screw temperature of the extruder in the use process is set to 185 ℃, the runner temperature of the extruder in the use process is set to 175 ℃, and the die temperature of the extruder in the use process is set to 175 ℃;
