The working process is as follows: the cable pre-tightening assembly 3 can be arranged according to the requirement, and when the cable pre-tightening assembly 3 is not required to be used, the cable pre-tightening assembly 3 is directly detached from the first rotating arm 102 and the second rotating arm 104;
