Claims (10)

1. A system for off-line alarm reception, comprising: the system comprises an alarm receiving station terminal, a local proxy server, a network database, a data distribution server and an off-line processing device; the offline processing device is integrated in the alarm receiving station terminal or the local proxy server, wherein:
the alarm receiving station terminal is used for acquiring alarm information;
the offline processing device comprises:
the local storage module is used for receiving alarm information of the alarm receiving station terminal and synchronously storing the alarm information to the local proxy server;
the network environment monitoring module is used for regularly monitoring the network environment and judging whether the network environment has faults or not;
the network storage module is used for synchronously storing the warning information into the network database if the network environment does not have a fault;
the fault judging module is used for judging the fault type if the network environment fails;
the data issuing module is used for issuing the alarm information to the data distribution server when the database is connected with a fault; so that the data distribution server transmits the alarm information to the corresponding processing terminal;
the network storage module is also used for automatically calling a corresponding interface to store the warning information cached by the local storage module to the network database after the database connection fault recovery or the network connection fault recovery is monitored;
the data issuing module is further used for issuing the alarm information to a data distribution server after monitoring that the network connection fault is recovered; so that the data distribution server transmits the alarm information to the corresponding processing terminal.
2. The system for off-line alarm receiving and processing as set forth in claim 1, wherein said local storage module comprises:
the first acquisition sub-module is used for receiving alarm information of the case acquired by the alarm receiving station terminal, and the alarm information comprises: alarm receiving information and alarm processing information acquired by an alarm receiving person through answering an alarm call;
the format conversion sub-module is used for converting the warning information into an xml file format;
and the data storage sub-module is used for storing the alert information in the xml file format to the local proxy server.
3. The system for off-line alarm receiving and processing as set forth in claim 1, wherein said data distribution server comprises:
the information receiving sub-module is used for receiving the warning information transmitted by the data issuing module; the alarm information comprises alarm receiving data and alarm processing data;
the processing determination submodule is used for determining a target processing terminal for processing the alarm receiving data according to the alarm processing data in the alarm condition information;
and the information sending sub-module is used for sending the alarm receiving data to the corresponding target processing terminal.
4. The system for off-line alarm receiving and processing as set forth in claim 1, wherein the network environment monitoring module specifically comprises:
the time setting sub-module is used for setting the interval time of the periodic access in advance;
the interface access sub-module is used for accessing a service interface or a message interface of the network database according to the access time set in advance;
and the access result judging sub-module is used for receiving the access feedback result and judging whether the network environment has faults or not.
5. The system for off-line alarm receiving and processing as set forth in claim 4, wherein said failure determination module comprises:
the error code extraction submodule is used for extracting error codes carried by the feedback result when the network environment fails;
the fault judging sub-module is used for judging the reason of the access failure and the fault type according to the error code;
the fault reminding sub-module is used for sending a network environment fault reminder to the alarm receiving station terminal, wherein the network environment fault reminder comprises the type of the network environment fault and the reason of the network environment fault.
6. An off-line alarm receiving and processing method is characterized by comprising the following steps:
acquiring alarm information through an alarm receiving station terminal;
receiving alarm information of the alarm receiving station terminal and synchronously storing the alarm information to a local proxy server;
periodically monitoring a network environment and judging whether the network environment has faults or not;
if the network environment does not have a fault, the alarm information is synchronously stored in the network database;
if the network environment fails, judging the failure type;
when the database is connected with faults, alarm information transmitted by the alarm receiving station terminal is issued to a data distribution server; so that the data distribution server transmits the alarm information to the corresponding processing terminal;
when the connection fault recovery of the database is monitored, automatically calling a corresponding interface to store locally cached alarm information into the network database;
when the network connection fault recovery is monitored, automatically calling a corresponding interface to store locally cached alarm information into the network database; the alarm information is issued to a data distribution server; so that the data distribution server transmits the alarm information to the corresponding processing terminal.
7. The method for off-line alarm receiving and processing as set forth in claim 6, wherein said receiving alarm information of said alarm receiving station terminal is synchronously stored in a local proxy server; the method comprises the following steps:
receiving alarm information of a case acquired by the alarm receiving station terminal, wherein the alarm information comprises: alarm receiving information and alarm processing information acquired by an alarm receiving person through answering an alarm call;
converting the alarm information into an xml file format;
and storing the alarm information in the xml file format to a local proxy server.

The method for off-line alarm receiving and processing as set forth in claim 6, wherein said sending of said alarm information to a data distribution server; so that the data distribution server transmits the alarm information to the corresponding processing terminal; the method comprises the following steps:
receiving the alarm information transmitted by the alarm receiving station terminal or the local proxy server; the alert information includes: alarm receiving information and alarm processing information acquired by an alarm receiving person through answering an alarm call;
and sending the alarm information to a data distribution server so that the data distribution server determines a target processing terminal for processing the alarm receiving data according to alarm processing information in the alarm information, and sending the alarm receiving data to the corresponding target processing terminal.
9. The method of claim 6, wherein the periodically monitoring the network environment determines if the network environment is malfunctioning; the method specifically comprises the following steps:
setting the interval time of periodic access in advance;
accessing a service interface or a message interface of the database according to the access time set in advance;
and receiving the accessed feedback result, and judging whether the network environment has faults or not.
10. The method for off-line alarm receiving and processing as set forth in claim 9, wherein if the network environment fails, determining the failure type comprises the steps of:
when the network environment fails, extracting an error code carried by the feedback result;
judging the reason of access failure and the failure type according to the error code;
and sending a network environment fault prompt to the alarm receiving station terminal, wherein the network environment fault prompt comprises the type of the network environment fault and the reason of the network environment fault.
