1. A satellite remote sensing data resource customizing service method is characterized by comprising the following steps:
(1) Each satellite resource unit carries out satellite source registration and satellite source maintenance on satellite resources to form a satellite resource system to construct a virtual constellation, and the orbit information and service information of the satellites are registered to form a satellite service capability file;
(2) Establishing a data and application resource pool, receiving and storing data acquired by the virtual constellation, and registering and managing data resources and application resources;
(3) The demand party selects data service or/and application service according to own demand and issues corresponding demand;
(4) Firstly matching corresponding data resources from the data and application resource pools according to requirements, and entering a step (7) with matching; if the current data and the application resource pool have no matched data resources and the satellite is required to acquire the data, intelligent orbit analysis is carried out based on the virtual constellation, and proper satellite resources are matched according to the required data type, area and time frequency requirements;
(5) Performing order butt joint on matched satellite resources, feeding back whether the order task can be executed or not by a satellite resource unit according to task execution content and satellite running state conditions, and carrying out dynamic networking according to feedback by the satellite resource unit, wherein the task management resources can be executed and incorporated;
(6) According to the finally determined networking satellite, data acquisition and processing orders are issued to relevant resource units of the networking satellite, the relevant units execute satellite data acquisition and data processing tasks according to order content, and data achievements are imported into data and application resource pools;
(7) The related resource units carry out data authorization on the imported data and the data result of the application resource pool;
(8) The method comprises the steps that a demand party receives, views and downloads authorization data on a workbench and authorizes resource application;
(9) And performing order settlement according to the order content, the resource usage amount and the determined settlement rules.

The method for customizing a service of a satellite remote sensing data resource according to claim 1, further comprising the step of (4) utilizing a satellite-data-application model established based on satellite resources, data achievements and business applications according to requirements, comprehensively evaluating service capacity and business requirements according to the model, performing resource and requirement matching, and providing intelligent resource recommendation.

The method for customizing satellite remote sensing data resources according to claim 1, wherein the application service in the step (3) can be synchronously expanded to the data service to generate a correlation order, the correlation order is a correlation between data and application, the data authorization is correlated with the application authorization, the data is authorized to the application, and the application automatically acquires and invokes the data after the data is updated.

The method for customizing satellite remote sensing data resources according to claim 1, further comprising the step of quality inspection, wherein in step (6), a quality inspection/supervision unit service with qualification of a third party is provided, or a quality inspection result report is provided by a platform with a quality inspection tool through an automatic program.
5. The satellite remote sensing data resource customization service system is characterized by comprising a virtual constellation and a management system thereof, a remote sensing data and application resource pool and a remote sensing data resource customization and service platform;
the virtual constellation is a satellite resource system, the virtual constellation realizes unified management through a virtual constellation management system, and the virtual constellation management system is used for carrying out satellite source registration and satellite source maintenance on satellite resources by each satellite resource unit, and registering orbit information and service information of satellites to form a satellite service capability file; performing orbit analysis based on a virtual constellation when the satellite is required to acquire data, matching proper satellite resources according to the required data type, region and time frequency requirements, performing order docking for the matched satellite resources, performing satellite resource dynamic networking according to feedback conditions, and performing task management by networking resource units according to order tasks;
the main functional modules of the virtual constellation management system comprise star source registration, star source maintenance, track analysis, dynamic networking, order docking and task management, and the specific roles of the modules are as follows:
star source registration: the satellite resource unit registers the satellite resource through protocol authorization to construct a satellite resource directory; the registration content comprises satellite names, operation/management units, transmitting dates, service years, orbit parameters, sensor parameters, a scheduling interface, a platform interface and a data interface, and forms a satellite service capability file;
star source maintenance: dynamically maintaining a satellite resource directory by a satellite resource unit, dynamically revising the satellite source registration content according to the actual running condition of the satellite, and recording a revision history by a system;
track analysis: simulating a satellite orbit according to satellite orbit parameter information, inputting an observation service range, including time and space range, dynamically analyzing and calculating satellite transit conditions, including transit time, transit frequency and satellite attitude, and analyzing whether satellite observation requirements of specific time and specific space can be met;
dynamic networking: dynamically calling satellite resources according to requirements to carry out networking observation, and dynamically adjusting according to satellite states and task load conditions so as to ensure service stability;
order docking: the transaction orders are docked, order resource matching is carried out, and satellite tasks are formed;
and (3) task management: tracking task progress, configuring task related parameters, and receiving, storing and managing satellite remote sensing monitoring data in a docking data resource pool;
the remote sensing data and application resource pool comprises a data resource pool and an application resource pool, and is used for receiving and storing data acquired by the virtual constellation and registering and managing the data resources and the application resources;
the remote sensing data resource customization and service platform comprises three modules, namely a service market, a workbench and platform operation and maintenance management, and provides a supply and demand docking and platform service function.

the application resource pool is managed through application registration, an application warehouse and an application order function module, and provides application and data service contents according to order demands; the specific roles of the functional modules are as follows:
application registration: the method is used for registering the application resource to an application resource pool for retrieval and calling;
application warehouse: the method comprises the steps of managing registered application resources, including application resource upgrading, enabling, disabling, publishing, withdrawing and data configuration operation;
application order: the system is used for authorizing the application resource according to the order, and the authorized user can use the application resource in the authorization range.
