本公开提供一种联合编码、确定生效的参考信号资源的方法及装置，其中，所述联合编码方法包括：对第一指示信息进行联合编码，确定第一编码值，所述第一指示信息用于指示生效的参考信号资源，以及所述生效的参考信号资源对于至少一个第一波束可用或不可用；发送所述第一编码值。本公开通过联合编码的方式，减少了信令资源开销，提高了指示生效的参考信号资源以及生效的参考信号资源对波束是否可用的指示效率。尤其是在生效的参考信号资源对至少一个第一波束均可用的情况下，可以避免发送用于指示生效的参考信号资源对每个第一波束是否可用的比特图，进一步节省了资源开销。
