Background
Conditional Primary and Secondary Cell Addition or Change (CPAC) is a process in which a network side Primary node (MN) or Secondary Node (SN) sends a condition for adding or changing a Primary and Secondary Cell (PSCell) to a terminal in advance, and the terminal autonomously performs PSCell Addition or Change when measuring that a target PSCell meets the condition.
Currently, as long as a User Equipment (UE) finds that a target PSCell meets an addition or change condition, an RRC connection is established with the PSCell, and the cell is activated for dual connectivity. In practical applications, the MN or SN on the network side determines, according to the service characteristics of the UE, that the UE may need to perform dual connectivity quickly, but it is not currently necessary, and adding the PSCell when the UE needs to perform dual connectivity is time-consuming (about tens of ms delay), which is not beneficial to quickly providing a high data rate service for the UE.

The present invention is described below with reference to scene embodiments.
The present embodiment provides a CPAC mechanism that can not activate PSCell immediately, where a network MN or SN configures a condition for adding or changing a primary cell and a secondary cell to a UE, and indicates whether the UE immediately activates a PSCell or activates time or a condition for activating the PSCell after discovering that a target PSCell meets the condition for adding or changing, so that dual connectivity can be quickly recovered on the premise of saving power consumption and signaling overhead of the UE, and a service with a high data rate is provided for the UE.
The implementation process of the embodiment includes:
the method comprises the following steps: the network side node MN or SN configures UE conditional primary and secondary cell addition or change (CPAC) information, such as: one or two of the items A3, A5, A4 and B1 and corresponding threshold values, the details can be found in the related art, and the details are not described herein; in addition, when the above content is configured, one or more of the following information may be indicated:
1) Finding a target PSCell that satisfies the conditions for addition or change, and then whether to activate the PSCell immediately; or, the time for activating the PSCell (e.g., a time offset from the time when the configuration information is received) may be the same for all candidate pscells or configured for per PSCell; or, a probability of activating the PSCell;
here, the MN or the SN may configure the time to activate the PSCell based on a determination of the characteristics of the UE traffic, such as: the MN or SN predicts that no high data rate traffic will arrive for the UE for a certain time, and therefore considers that the PSCell is not activated for this time.
The MN or SN may configure the probability of activating the PSCell based on a determination of the characteristics of the UE's previous traffic, such as: the MN or SN predicts that the UE will not have a high data rate traffic to arrive with a certain probability, and therefore considers that the PSCell will not be activated with a certain probability.
2) Whether the UE is allowed to actively initiate a request for activating the PSCell or not, if the UE is allowed to actively initiate the request for activating the PSCell, whether the request is initiated to the MN or the SN; for example: when the UE has an uplink service requirement, a request for activating the PSCell needs to be actively initiated;
3) The condition for activating the PSCell, such as the UE initiating a preset service, includes: in a special slice (e.g., ultra-reliable low-delay communication (URLLC)) service, the number of (uplink UL or downlink DL) data packets or data of the UE is greater than or not less than a first threshold; and/or the time delay of the data packet of the UE is larger than or not smaller than a second threshold value; and/or the arrival time or the duration of the service data with the packet length indicated by the service format information of the UE being greater than or not less than the third threshold, and the like.
Step two: the UE finds that a certain PSCell meets the conditions according to CPAC information configured by a network side node MN or an SN, and establishes RRC connection with the PSCell;
step three: the UE judges whether to activate the PSCell or not according to the indication information configured in the first step; specifically, one or more of the following may be included:
1) If the network side does not configure other indication information except the information of the CPAC, the PSCell is activated by default;
2) If the network side indicates that the PSCell is not (immediately) activated, the PSCell is in a deactivated state, that is, the UE does not monitor (monitor) the PDCCH, and RRM measurement can be relaxed;
3) If the network side configures the time for activating the PSCell, activating the PSCell (by initiating an activation request to the MN or the SN) at a time when the network requirement is met, and not activating before;
4) If the network side configures the probability P for activating the PSCell, randomly generating a random number P between 0 and 1 at the UE (the UE can generate the random number P after establishing RRC connection with the PSCell) and comparing the random number P with the probability P; if P is less than or not greater than the probability P, activating the PSCell, otherwise, not activating;
5) If the network side configures the condition for activating the PSCell, the UE determines whether the condition is satisfied, and if so, activates the PSCell.
Step four: and the UE reports that RRC connection is established with a certain target PSCell to the MN or the SN, and the state is activation or deactivation.
Optionally, the method may further include:
step five: if the UE needs to actively activate the PSCell due to service needs, an activation request is initiated to the MN or the SN according to the configuration of the network side; the activation request may carry the ID of the pre-activated PSCell, may also carry the reason for activation, etc.
In the embodiment of the present invention, after discovering that the target PSCell satisfies the addition or change condition, the UE may first establish a connection (e.g., RRC connection) with the PSCell, and then determine whether to activate the PSCell based on the activation indication information, so that the PSCell may be immediately activated when the service is needed, and the PSCell may not be activated when the service is not needed. Therefore, compared with the technology that the PSCell is added when the UE needs to perform double connection in the related technology and the time is very long (about tens of ms time delay), the embodiment of the invention can quickly recover the double connection (if the UE is directly activated on the basis of the RRC connection) on the premise of saving the power consumption and the signaling overhead of the UE, and can quickly provide the service with high data rate for the UE; compared with the technology that the PSCell cell is activated to carry out double connection immediately after the UE establishes RRC connection with the PSCell, the embodiment of the invention can save the power consumption of the UE under the scene that the UE does not need to carry out double connection immediately (because the power consumption of the double connection is larger than that of the single connection). .

Claims (20)

1. A method for adding or changing conditional primary and secondary cells is characterized in that the method is applied to a primary node MN or a secondary node SN at a network side, and comprises the following steps:
configuring a condition that a condition primary cell and a condition secondary cell add or change CPAC for User Equipment (UE), and carrying activation indication information, or carrying time for activating a target primary cell and a target secondary cell (PSCell), or carrying probability for activating the target PSCell, or carrying the condition for activating the target PSCell; wherein, the first and the second end of the pipe are connected with each other,
the activation indication information is used for indicating whether the UE activates the target PSCell.
2. The method according to claim 1, wherein the activation indication information indicates whether the UE activates the PSCell, including:
indicating whether the UE activates the target PSCell after discovering that the target PSCell meets the adding or changing conditions; alternatively, the first and second electrodes may be,
and indicating whether the UE activates the target PScell after adding the target PScell or changing the current PScell into the target PScell.
3. The method according to claim 1, wherein the conditions for activating the target PSCell include, but are not limited to, one or more of:
the number of data packets or data of the UE is greater than or not less than a first threshold;
the time delay of the data packet of the UE is larger than or not smaller than a second threshold value;
and the service format information of the UE indicates the arrival time or the duration length of the service data of which the data packet length is greater than or not less than a third threshold value.
4. The method according to claim 1 or 2, wherein the activation indication information further comprises:
whether the UE is allowed to actively initiate a request for activating the PSCell and/or a corresponding request receiver MN or SN when the request is initiated.
5. The method of claim 1, further comprising:
and receiving a message which is reported by the UE and establishes Radio Resource Control (RRC) connection with the target PSCell.
6. The method of claim 1, further comprising:
and receiving a connection state between the UE and the target PSCell, wherein the connection state is activated or deactivated.
7. The method of claim 1, further comprising:
receiving a request for activating a PSCell actively initiated by the UE; the request carries the relevant information of the PSCell requested to be activated.
8. The method according to claim 1 or 7, wherein the request also carries a reason for activating the PSCell.
9. A method for conditional primary and secondary cell addition or change is applied to User Equipment (UE), and comprises the following steps:
establishing connection between the condition of adding or changing CPAC (cross access control center) in the primary and secondary cells and the PSCell of the target primary and secondary cells based on the condition configured by the master node MN or the secondary node SN at the network side;
determining whether to activate the target PSCell based on activation indication information configured by the MN or the SN, or time of activating the target PSCell, or probability of activating the target PSCell, or conditions of activating the target PSCell.
10. The method of claim 9, wherein the activation indication information indicates whether the UE activates the PSCell, comprising:
indicating whether the UE activates a target PSCell after discovering that the target PSCell meets the adding or changing condition; alternatively, the first and second electrodes may be,
and indicating whether the UE activates the target PScell after adding the target PScell or changing the current PScell into the target PScell.
11. The method according to claim 9, wherein the determining whether to activate the target PSCell based on the MN or SN configured activation indication information, or time to activate the target PSCell, or probability of activating the target PSCell, or condition of activating the target PSCell includes, but is not limited to, one or more of:
when the configured activation indication information indicates that the PSCell is not activated, temporarily keeping the PSCell in a deactivated state;
when the configured activation indication information comprises the time for activating the PSCell, activating the PSCell at the moment of reaching the configuration;
when the configured activation indication information comprises the probability P of activating the PSCell, comparing a random number P between 0 and 1 randomly generated by the UE with the probability P; if the random number P is smaller than or not larger than the probability P, activating the PSCell, otherwise, not activating;
and when the configured activation indication information comprises a condition for activating the PScell, the UE judges whether the condition is met, and if so, the PScell is activated.
12. The method according to claim 9, wherein the conditions for activating the target PSCell include, but are not limited to, one or more of:
the number of data packets or data of the UE is greater than or not less than a first threshold;
the time delay of the data packet of the UE is larger than or not smaller than a second threshold value;
and the service format information of the UE indicates the arrival time or the duration length of the service data of which the data packet length is greater than or not less than a third threshold value.
13. The method of claim 9, further comprising:
and reporting a message that the RRC connection with the target PSCell is established to the MN or SN.
14. The method of claim 9, further comprising:
and reporting a connection state between the MN or the SN and the target PSCell, wherein the connection state is activation or deactivation.
15. The method of claim 9, further comprising:
and initiating a request for activating the PSCell to the MN or the SN indicated by the activation indication information, wherein the request carries the relevant information of the PSCell requested to be activated.
16. The method according to claim 9, wherein the request further carries a reason for activating the PSCell.
17. An apparatus for conditional primary and secondary cell addition or change, wherein the apparatus is applied to a primary node MN or a secondary node SN on a network side, and comprises:
a configuration module, configured to configure a condition that the primary and secondary cells add or change CPAC for the user equipment UE;
the processing module is used for carrying activation indication information, or carrying time for activating the target primary and secondary cells PSCell, or carrying probability for activating the target PSCell, or carrying conditions for activating the target PSCell; wherein the content of the first and second substances,
