The workpiece contacted by the stop device 12 positioned at the left side of the punching seat 2 is positioned on an unperforated rotary table, so that the stop block 124 in the stop device 12 is always in a lifted state, at the moment, the reserved length of the tail end of the workpiece can be realized by setting the distance between the stop device 12 and the output shaft of the hydraulic press 3, when the workpiece is punched, the residual length of the workpiece is smaller than the distance between the stop device 12 positioned at the left side of the punching seat 2 and the output shaft of the hydraulic press 3, so that the stop block 124 in the stop device 12 loses the support of the workpiece and falls, the trigger block I126 in the stop device 12 is contacted with the conductor rod 10, and at the moment, the conductor rod 10 is always in an open circuit when the conductor rod 10 is contacted with the trigger block I126 positioned at the left side of the punching seat 2, so that the hydraulic press 3 can not perform punching operation through the control of the controller 9 any more, and the confirmation is needed manually.
