An oscillating exercise mat as defined in claim 1, wherein: the first base material (12 a), the second base material (12 b) and the third base material (12 c) of the base material (12) are all made of the same material as the surface layer (11), the first base material (12 a), the second base material (12 b) and the third base material (12 c) are connected through sewing, adhesive pasting or pasting and then sewing, and the sewing is linear sewing at intervals of 10-30 cm.
