The facility for preventing and treating the diseases and the insect pests of the ground cover plants is characterized by comprising a support frame (1), a solar photovoltaic panel (2) positioned above the support frame (1), a lamp bracket (3) connected to the side of the support frame (1) and positioned below the solar photovoltaic panel (2), wherein a lampshade (4) is arranged at the bottom of the lamp bracket (3), a high-voltage power grid (5), an insect killing lamp (6) positioned at the inner side of the high-voltage power grid (5) and a plurality of insect trapping devices (7) distributed around the high-voltage power grid (5) are arranged at the bottom of the lampshade (4), the insect trapping devices (7) are detachably connected with the lampshade (4), an insect receiving device (8) used for receiving insect corpses is arranged at the bottom of the high-voltage power grid (5), and a fixing rod (9) is annularly arranged below the lampshade (4);
