The ice-moisture therapeutic plaster according to claim 1, wherein the raw materials are selected from the group consisting of: 30g of acanthopanax, 20g of pangolin scales, 25g of saffron, 15g of garden balsam stem, 30g of pericarpium zanthoxyli, 25g of angelica, 60g of pseudo-ginseng, 3g of bear gall powder, 50g of camphor, 30g of salvia miltiorrhiza, 80g of borneol, 20g of glabrous greenbrier rhizome, 30g of weeping forsythia, 15g of methyl salicylate, 10g of ginger, 40g of cinnamon, 40g of monkshood and 1250g of emu oil.
