s1, acquiring a latest risk grade evaluation score of a dangerous chemical enterprise to be evaluated;
specifically, acquiring a latest risk grade evaluation score of a dangerous chemical enterprise to be evaluated through a network; the network may be an intranet or the internet.
For example, if the government administration discloses the latest risk level assessment score of the dangerous chemical enterprise to be assessed, the system may capture the latest risk level assessment score of the dangerous chemical enterprise to be assessed from the database disclosed by the government administration; that is, in one preferred embodiment of the present invention, the last risk level assessment score of the dangerous chemical enterprise to be assessed is obtained from a database published by a government authority through the internet.
In addition, if the latest risk level evaluation score of the dangerous chemical enterprise to be evaluated is stored in the local database of the system, the system can capture the latest risk level evaluation score of the dangerous chemical enterprise to be evaluated from the local database; namely, in one preferred embodiment of the invention, the latest risk level assessment score of the dangerous chemical enterprise to be assessed is obtained from a local database in which the latest risk level assessment score is stored through an internal network.
S2, monitoring whether a score adding and subtracting event occurs;
specifically, the adding and subtracting events include whether a major hazard source is newly added, whether a dangerous substance is newly added, whether a fire or explosive storage device or area is newly added, whether unqualified equipment is newly added, whether a dangerous gas or liquid leakage event exists, whether the regular evaluation of main enterprise managers and safety production managers is qualified, whether the certificates of special operators are valid, whether the safety production standardization level is changed, and whether a safety accident occurs.
Specifically, the system of the invention realizes data connection with an enterprise internal management system, and the system of the invention can acquire warehousing data of an enterprise from the enterprise internal management system; events such as whether a major hazard source is newly added, whether dangerous substances are newly added, whether a fire or explosive storage device or area is newly added, whether unqualified equipment is newly added and the like in the addition and subtraction events can be monitored through a management system in an enterprise; that is, in one preferred embodiment of the present invention, whether a bonus or bonus event has occurred is monitored by networking with an intra-enterprise management system.
Specifically, whether dangerous gas or liquid leakage events exist, whether main enterprise managers and safety production managers are qualified or not regularly, whether special operating personnel certificates are valid or not, whether safety production standardization levels change or not, whether safety accidents occur or not and other events can be obtained through a database of a government competent department; the system realizes data connection with a database of a government competent department, thereby realizing the detection of the score adding and subtracting event; that is, in one of the preferred embodiments of the present invention, whether a point addition or subtraction event has occurred is monitored by networking with government authorities' databases.
S3, if a score adding and subtracting event occurs, adding and subtracting corresponding scores on the basis of the latest risk grade evaluation score to obtain a new risk grade evaluation score;
specifically, an add-subtract score mapping relation corresponding to an add-subtract score event is stored in the system in advance; and the plus-minus score corresponding to the plus-minus score event is adjusted according to the relevant national standard.
S4, determining a new risk level according to the risk level evaluation score;
specifically, the risk grades are divided into a red grade, an orange grade, a yellow grade and a blue grade; wherein, the safety risks are red, orange, yellow and blue in sequence from high to low; corresponding scores corresponding to the red grade, the orange grade, the yellow grade and the blue grade are stored in the system; wherein the total score is more than 90 (including 90) and is blue; yellow in 75 cents (including 75 cents) to 90 cents; orange color in 60 minutes (including 60 minutes) to 75 minutes; 60 points or less are red.
As shown in fig. 2, in order to implement the above risk level assessment method for a hazardous chemical enterprise, the risk level assessment system for a hazardous chemical enterprise according to the present invention includes:
the system comprises a historical risk grade evaluation score acquisition module 1, wherein the historical risk grade evaluation score acquisition module 1 is used for acquiring the latest risk grade evaluation score of a dangerous chemical enterprise to be evaluated;
the monitoring module 2 is used for monitoring whether a score adding and subtracting event occurs or not;
the risk level evaluation score calculating module 3 is used for adding or subtracting corresponding scores on the basis of the latest risk level evaluation score if a score adding or subtracting event occurs, so as to obtain a new risk level evaluation score;
and the risk grade evaluation module 4 is used for determining a new risk grade according to the risk grade evaluation score.
Specifically, the system obtains the latest risk level evaluation score of the dangerous chemical enterprise to be evaluated through a historical risk level evaluation score obtaining module 1; then whether a score adding and subtracting event occurs is detected based on the monitoring module 2; the risk level evaluation score calculating module 3 calculates a new risk level evaluation score according to the addition and subtraction score mapping relation corresponding to the stored addition and subtraction score events; the risk level evaluation module 4 determines a new risk level according to the corresponding scores corresponding to the red, orange, yellow and blue levels stored in the system.
In summary, by the method and the system for assessing the risk level of the hazardous chemical enterprise in the embodiment, the hazardous chemical enterprise can be monitored in real time, and can be rated in real time; when the dangerous chemical rating changes, the supervision department can manage and control the dangerous chemical enterprises according to the latest rating, and the safety accidents of the dangerous chemical enterprises can be reduced.
While the invention has been described in connection with what is presently considered to be the most practical and preferred embodiment, it is to be understood that the invention is not to be limited to the disclosed embodiment, but on the contrary, is intended to cover various modifications and equivalent arrangements included within the spirit and scope of the appended claims.
