According to the standardized estimation method for the decommissioning cost of the nuclear facility, activities or works to be carried out in the whole decommissioning process are classified into partial items according to the decommissioning process of the domestic nuclear facility, and coding is carried out; the classification region of the branch and subentry tree structure is adopted, namely a nuclear facility decommissioning branch and subentry structure belonging to the industry is constructed, and the classification is suitable for researching reactor decommissioning, nuclear power station decommissioning, post-processing plant decommissioning, spent fuel storage pool decommissioning, nuclear fuel cycle forepart plant decommissioning, plutonium component plant decommissioning, accelerator decommissioning and hothouse decommissioning. The method fills the blank of digitization of decommissioning cost estimation of the nuclear facilities in China, and compared with the cost report form of manual statistics in the past, the method has the advantages that the core basic data of the database in the current digitization system can be used for displaying the composition of the decommissioning cost estimation of the whole nuclear facilities more efficiently and more transparently.

In correspondence to the standardized estimation method of decommissioning costs of the nuclear facility in embodiment 1, the present embodiment provides a standardized estimation system of decommissioning costs of the nuclear facility as shown in fig. 2, including:
the man-machine interaction module is used for providing a login system for a user, opening up a space and inputting an interface of system parameters, and simultaneously importing the system parameters input by the user into the system;
the project management module is used for carrying out classified and itemized management and single-item expense management on the decommissioning cost of the nuclear facility according to the system parameters input by a user to obtain a classification standard of the decommissioning cost of the nuclear facility;
the expense management module is used for setting the decommissioning cost of the nuclear facility in different amounts according to the classification standard;
the document editing module is used for inputting the retirement scheme basic information matched with the amount of the partial items to obtain a retirement initial document;
the cost coupling module is used for performing cost coupling according to the decommissioned primary document to obtain a coupling result of decommissioning cost of the nuclear facility;
the multimedia setting module is used for uploading a guide video related to the setting of the branch amount;
the multimedia selection module is used for selecting a target video from the guide videos uploaded by the multimedia setting module;
the project report generation module is used for automatically generating a project report according to the retired initial document;
and the C/S-end interface module is used for connecting the document editing module and the cost coupling module.

The system reads and analyzes the data and encodes the data according to the isomerism of the data and the isomerism degree of the data; classifying activities or works to be carried out in the entire decommissioning process into partial items according to the decommissioning process of the domestic nuclear facilities, and coding; the core infrastructure decommissioning cost is estimated in a subsection mode through the flow diagram component which is arranged in a free dragging and sorting mode at the front end, core basic data of a database in a digital system are used, automatic statistics on the decommissioning cost of the core infrastructure is achieved more efficiently and more transparently, and a decommissioned core infrastructure cost forming list is formed.

1. A standardized estimation method for decommissioning cost of nuclear facilities is characterized by comprising the following steps:
s1: receiving user input of system parameters, the system parameters comprising: the growth rate of the annual cost of manpower, the transportation and impurity costs of various devices and the installation cost of the devices;
s2: according to system parameters input by a user, carrying out classified itemized management and single-item expense management on the decommissioning cost of the nuclear facility to obtain a classification standard of the decommissioning cost of the nuclear facility;
s3: setting the decommissioning cost of the nuclear facility in different parts according to the classification standard;
s4: editing the retirement scheme basic information matched with the branch amount to generate a retirement initial document;
s5: and performing cost coupling according to the retired initial document to obtain a coupled result of the retired cost of the nuclear facility.
2. The standardized estimation method of decommissioning costs of nuclear facilities as claimed in claim 1,
before S1, the method includes the following steps:
receiving and verifying login information input by a user;
opening up new system space for performing the S1 through the S5;
before S4, the method includes the following steps:
uploading a plurality of guide videos related to the setting of the amount of the branch items;
selecting a target video from the uploaded guide videos, and using the target video and the set branch amount as the input data of the S4;
before S5, the method includes the following steps:
and automatically generating an engineering report according to the retired initial document.
3. The standardized estimation method for decommissioning cost of nuclear facilities as claimed in claim 1, wherein the classified and itemized management of decommissioning cost of nuclear facilities comprises the following steps:
classifying the decommissioning cost of the nuclear facility to obtain a plurality of primary classification items, and setting a corresponding code for each primary classification item;
classifying each primary classification item to obtain a plurality of secondary classification items corresponding to each primary classification item, setting corresponding codes for each secondary classification item, and obtaining a classification coding standard of the decommissioning cost of the nuclear facility.
4. The standardized estimation method of decommissioning costs of nuclear facilities as claimed in claim 3,
the classification coding standard comprises: 01 treatment fee, 02 engineering fee, 03 material fee, 04 labor fee, 05 equipment fee and 06 other engineering fee;
the 01 treatment fee comprises: 0101 source item investigation fee, 0102 cleaning decontamination fee, 0103 demolition fee and 0104 condition recovery fee;
the 02 engineering cost includes: 0201 construction engineering cost, 0202 installation engineering cost and 0203 equipment and tool purchase cost;
the 03 material fee comprises: 0301 major process material fee, 0302 power consumption material fee, 0303 packaging material fee, 0304 repair spare part fee, 0305 outsourced semi-finished product fee, 0306 auxiliary material fee and 0307 raw material fee;
the 04 labor cost comprises: 0401 business labor cost and 0402 social labor cost;
the 05 equipment fees include: 0501, 0502, emission monitoring equipment cost, 0503, water supply and drainage equipment cost, 0504, heating and ventilation equipment cost, 0505, auto-control instrument cost, 0506, 0507, electronic information equipment cost, 0508, pipeline engineering cost, 0509, thermal equipment cost and 0510 mechanical equipment cost;
the 06 project other fees include: 0601 related report compilation and review fees, 0602 job consultation fees, and 0603 engineering transaction fees.

The standardized estimation method for decommissioning cost of nuclear facilities as claimed in claim 1, wherein the single cost management for decommissioning cost of nuclear facilities comprises the following steps: and classifying the decommissioning cost of the nuclear facility by taking the engineering category as a first-level directory, taking the activity item as a second-level directory and taking the typical activity as a third-level directory, and establishing a single-item cost standardized classification list according to a classification result.
6. The standardized estimation method of decommissioning costs of nuclear facilities as claimed in claim 5,
the primary directory includes: pre-retirement work items, facility closure items, additional activities for safety closure and burial, demolition activities within controlled areas, waste treatment, storage and disposal items, site infrastructure and operations items, routine demolition, demolition and environmental remediation items, project management, engineering and support items, research and development items, fuel and nuclear materials items, and other items;
the pre-retirement work items include: retirement planning, facility characterization, security and environmental research, waste management planning, authorization, and staging management teams and contracting;
the facility closure item includes: equipment shutdown and inspection, system drainage and drying, inventory of radioactivity characteristics to operation and maintenance detailed plans, removal of system liquids, and operation of waste and excess materials;
additional activities of safe closing and burial include: preparing a safety sealing field boundary reconstruction, isolation and protection system and a facility burying;
the removal activity items within the controlled area include: procurement of decontamination and demolition equipment, demolition preparation and support, decontamination before demolition, demolition of components requiring special procedures, demolition of major process systems, structures and components, demolition of other systems and components, removal of contaminants in buildings, removal of contaminants in areas outside buildings, and final radiological investigation of building emissions;
the waste treatment, storage and disposal items include: a waste management system, high-level history/legacy waste management, medium-level history/legacy waste management, low-level history/legacy waste management, very low-level history/legacy waste management, decommissioned history/legacy waste management, high-level waste decommissioning management, medium-level waste decommissioning management, low-level waste decommissioning management, very low-level waste decommissioning management, management of ultra-short radioactive life waste, management of decommissioned waste and materials, and management of decommissioned waste and materials generated outside a control area;
the site infrastructure and operational items include: on-site safety and monitoring, on-site operation and maintenance, auxiliary system operation, and radiation and environmental safety monitoring;
the conventional demolition, and environmental remediation includes: conventional demolition equipment procurement, demolition of systems and building components outside the control area, other auxiliary systems, final cleaning, beautification and renovation, field final radioactivity measurement, and supervision of restricted assets;
the project management, engineering and support items include: mobilization and preparation work, project management, support services, health and safety, exit, contractor entry and preparation work, contractor project management, support services provided by the contractor, contractor health and safety, and contractor exit;
