The invention has the beneficial effects that: the tank body has simple structure, compact distribution of parts and simple use, can carry out anaerobic and aerobic reaction on the waste vegetables in a single tank, and can effectively reduce the floor area of the equipment and reduce the initial investment compared with the traditional anaerobic and aerobic equipment. The substrate can be heated by the built-in coil pipe in the anaerobic mode, and the fermentation tank can be cooled by the built-in coil pipe in the aerobic mode, so that the proper temperature of anaerobic and aerobic reactions can be effectively maintained. The working process of the invention is as follows: the invention feeds materials from a feeding hole a through connecting with the pretreatment link of upstream fermentation raw materials, opens a valve C to discharge materials from a discharging hole b after the fermentation process is finished, drives a propeller column 6 and a blade 7 to rotate in the fermentation process to ensure that the materials in the fermentation process are fully mixed, heat-preservation water enters a coil pipe 8 from a water inlet C to fully exchange heat with the fermentation raw materials after the temperature is adjusted, flows out of the coil pipe from a water outlet d to be recycled, and samples are taken through a sampling cabin door 11 to monitor the fermentation process. In the aerobic mode, a sampling cabin door 11 is opened, oxygen is introduced into the aeration coil 9 from the air inlet e, and the oxygen and the materials are fully mixed through an aerator 10.
