The invention discloses a formula and a processing method of a peony seed oil skin-moistening hand sanitizer, which are characterized by comprising the following steps: the hand sanitizer comprises the following components: 58-60% of water, 0.2% of sodium carboxymethyl cellulose, 3% of glycerol, 10% of alkyl glycoside, 13% of cocamidopropyl hydroxysultaine, 7% of disodium lauryl ether sulfosuccinate, 2% of coconut diethanolamide, 2% of pearlescent slurry, 1-3% of peony seed oil, 1% of water-soluble jojoba oil, 0.2% of citric acid and 0.6% of natural preservative. By adding the peony seed oil, the hand sanitizer has the advantages of fragrance, good physicochemical property, strong decontamination effect, good moisturizing effect, and higher foamability and decontamination capability compared with other hand sanitizers in the market.

s2, adding 10% of alkyl glycoside, 13% of cocamidopropyl hydroxysultaine, 7% of disodium lauryl ether sulfosuccinate and 2% of cocodiethanolamide into the dispersion prepared in the step S1, heating to 75 ℃, uniformly stirring, and keeping for 30min to obtain a mixed solution;
s3, adding 2% of pearlescent slurry, 1-3% of peony seed oil and 1% of water-soluble jojoba oil into the mixed solution obtained in the step S2, heating to 75 ℃ and uniformly stirring for 1 hour;
and S4, finally stirring and cooling to 45 ℃, adding 0.2% of citric acid and 0.6% of natural preservative, and uniformly stirring to obtain the peony seed oil skin-moistening hand sanitizer.

s1, weighing 60% of water, adding 0.2% of sodium carboxymethyl cellulose and 2% of glycerol into the water, and then heating and stirring uniformly until the mixture is dispersed to obtain a dispersion liquid;
s2, adding 10% of alkyl glycoside, 13% of cocamidopropyl hydroxysultaine, 7% of disodium lauryl ether sulfosuccinate and 2% of cocodiethanolamide into the dispersion prepared in the step S1, heating to 75 ℃, uniformly stirring, and keeping for 30min to obtain a mixed solution;
s3, adding 2% of pearlescent slurry, 1% of peony seed oil and 1% of water-soluble jojoba oil into the mixed solution obtained in the step S2, heating to 75 ℃ and uniformly stirring for 1 hour;
