本申请提供了一种通信方法和通信装置，在接入网设备之间不能建立Xn连接的场景下，由第一接入网设备向终端设备发送第一请求消息，第一请求消息用于请求终端设备上报PCI对应的第一小区的相关信息，终端设备根据第一请求消息获取并向第一接入网设备上报第一小区的相关信息，从而第一接入网设备可以根据第一小区的相关信息，进行小区切换。
