The electronic evidence collection and management platform according to claim 1, characterized in that: the collecting device adopts personnel basic information collecting equipment which is provided with a computer, a second-generation ID card reader, a portrait collecting instrument, a body characteristic measuring instrument, a fingerprint collecting instrument, a bar code recognizer, output equipment and a material evidence scanning platform, wherein the second-generation ID card reader can be used for inputting personal information of a collected object and contains portrait information, and a face recognition module is arranged in the second-generation ID card reader, so that the portrait collecting instrument can compare the on-site portrait of the collected object with the portrait information of the second-generation ID card in real time and uniformly screen the portrait of the collected object and the portrait information of the second-generation ID card so as to judge the identity of personnel and ensure the authenticity of the held second-generation ID card; and the output device is a bar code printer supporting one-dimensional and two-dimensional.
