The aggregate has the grain diameter of 2.36-4.75 mm, the rubber particle has the mesh number of 10-20 meshes, the snow melting agent is one or a combination of more of sodium chloride, calcium chloride, magnesium chloride, potassium chloride, calcium acetate and potassium acetate, and the cold-mixed resin is an epoxy resin binding material. The ice-breaking snow-melting pavement sealing material provided by the invention can be used for roads in an operation period, has the ice-breaking snow-melting function in winter, and is long in service life.
