3. The method according to claim 1 or 2, wherein after the sending the full group information and the identification information configured by the second group to the terminal, the method further comprises:
if the group configuration of the cluster network is changed, updating the identification information of the second group configuration;
and acquiring incremental group information, and issuing the incremental group information and the updated identification information of the second group configuration to the terminal.
4. The method of claim 3, wherein after sending the incremental group information and the updated identifier information of the second group configuration to the terminal, the method further comprises:
if a response result fed back by the terminal is received and the response result carries a request for retransmitting the full group information, acquiring the updated full group information and sending the updated full group information to the terminal;
and if the response result fed back by the terminal is not received, the incremental group information and the updated identification information of the second group configuration are sent to the terminal again.
5. The method according to claim 3, wherein the identification information of the group configuration is an identification number of the group configuration;
the updating the identification information of the second group configuration includes:

and the issuing module is used for acquiring the full group information and issuing the full group information and the identification information configured by the second group to the terminal if the information of the identification configured by the first group is different from the information of the identification configured by the second group.

The apparatus of claim 7, wherein the obtaining module is further configured to, if the network access request does not carry identification information of a first group configuration of the terminal, obtain full group information and identification information of a second group configuration of a trunking network to which the terminal is currently connected, and send the full group information and the identification information of the second group configuration to the terminal.
