Description

Land utilization benefit evaluation method and system
Technical Field
The invention belongs to the field of land resource management and urban planning, and particularly relates to a method and a system for evaluating land utilization benefits.
Background
The land is a bearing space for all social and economic activities, and in recent years, the blind expansion phenomenon that the economy is rapidly increased is replaced at the cost of extensive and inefficient land utilization, so that the land resource is seriously wasted and the land space layout is unreasonable. The land utilization benefit is essentially the substance output or beneficial result realized in the social, economic and ecological aspects of regional development by the land investment and consumption in unit area.
The existing land utilization benefit evaluation object mainly evaluates the built construction land of the urban built area, and has less quantitative evaluation research on idle land, batch land and unused land and the like. Meanwhile, most of the existing researches develop evaluation from the perspective of input and output, wherein the input comprises land, capital and labor input, and is expressed by construction land area, material stock, common financial expenditure, fixed asset investment, the number of workers working in second and third productions and the like, and the output comprises economic output, social output and ecological output, and is usually expressed by tens of indexes such as GDP, financial income, urban and town per capita dominant income, per capita retail amount of social sales products, total amount of import and export in land, per capita employment personnel, population density, green land area, urban construction and maintenance fund, three wastes discharge amount, carbon discharge amount and the like. The evaluation index system is complex, and each index is usually non-homogeneous, so that dimensionless processing must be carried out on the index; meanwhile, part of index data needs to be collected from the statistical yearbook, but the research unit with the smallest statistical yearbook is the ballast statistical economic and social data, and the data of microcosmic economic units such as industrial parks, industrial parks and land parcel are difficult to obtain and difficult to dynamically update; the research scale mainly covers a macroscopic region and a mesoscopic city, the microscopic land parcel scale is very weak, the universalization cannot be realized, and the marginalization of a target land parcel is further caused. Therefore, it is important to search for a multi-space-scale land utilization benefit evaluation method with strong applicability and simple operation in order to realize more intensive, more efficient and higher-quality land utilization.

Detailed Description
In order to make the objects, technical solutions and advantages of the present invention more apparent, the present invention is described in further detail below with reference to the accompanying drawings and embodiments. It should be understood that the specific embodiments described herein are merely illustrative of the invention and are not intended to limit the invention. In addition, the technical features involved in the embodiments of the present invention described below may be combined with each other as long as they do not conflict with each other.
In order to achieve the above object, in a first aspect, the present invention provides a method for evaluating land use efficiency, as shown in fig. 1, comprising the steps of:
s1, calculating the social cost of land utilization, economic output of land utilization and ecological output of land utilization in the area to be evaluated, and specifically comprising the following steps:
1) calculating the land utilization social cost of the area to be evaluated:
quantifying the land idle time cost of the unused land and the idle land in the area to be evaluated according to land parcel scale, and summarizing to obtain the social cost of land utilization of the area to be evaluated; dividing the batch of unused land and unused land in the area to be evaluated according to land occupation scale;
it should be noted that, because the land has the characteristics of immobility, individuality, permanence, etc., when a user occupies a certain land, the land can not only provide the current pure profit, but also continuously obtain the pure profit. For the batch land without supply and the idle land, the land can not obtain due benefit, and the loss caused by the idle land is generated. Therefore, the land idle time cost of each land which is not used for the land and the land used for idle land in the area to be evaluated is quantified, and the loss caused by land idle, namely the social cost of land utilization of the area to be evaluated is obtained.
Specifically, the social cost of land utilization in the area to be evaluated is:

Wherein, in the reference land price, when the land property is commercial land, business office land, residential land or public service land, the reference land price is floor land price; when the property of the land is industrial land, the benchmark land price is the ground price.
2) Calculating the land utilization economic output of the area to be evaluated:
and D, counting GDP of the second yield and the third yield of the constructed land in the area to be evaluated in the evaluation period to obtain the economic output of land utilization in the area to be evaluated.
Specifically, the economic yield of land utilization in the area to be evaluated is:
B=Q
and Q is GDP of the second and third productions of the constructed land of the area to be evaluated in the evaluation period.
3) Calculating the land utilization ecological output of the area to be evaluated:
and quantifying the park green land ecological service value of the constructed land in the area to be evaluated to obtain the land utilization ecological output of the area to be evaluated.
Specifically, the land utilization ecological yield of the area to be evaluated is as follows:
C=S*v*t
wherein S is the total land area of the constructed land in the area to be evaluated; v is the annual average park green space ecological service value; t is the park green service life within the evaluation period.
And S2, integrating the social cost, economic output and ecological output of land utilization of the area to be evaluated to obtain the net output of land of the area to be evaluated. The land utilization economic output and the ecological output are positive indexes and reflect the income brought by the constructed land in the evaluation period; the social cost of land utilization is substantially the amount lost due to land idling in the assessment period, and is a negative indicator.
Specifically, the net output of land in the area to be assessed is:
E=B+C-A
b is the land utilization economic output of the area to be evaluated; c, land utilization ecological output of the area to be evaluated; and A is the social cost of land utilization of the area to be evaluated.
S3, calculating the ratio of the net land output E of the area to be evaluated to the total land area T of the area to be evaluated to obtain the net land output R of the area to be evaluated in unit area so as to evaluate the land utilization benefit of the area to be evaluated; specifically, R is E/T.
Wherein, the larger the net output of the land in unit area is, the higher the land utilization benefit is.
In an alternative embodiment, the land use benefit obtaining method further includes step S0 performed before step S1; step S0 includes:
s01, collecting basic data information of the non-supplied land and the unused land in the area to be evaluated to obtain the floor area, the building area, the idle time and the maximum service life of the land of each land in the non-supplied land and the unused land in the area to be evaluated; wherein, the basic data includes: land property, occupied area, building area, idle time, maximum service life of land and land space distribution data;

Wherein, the land property comprises: commercial sites, business office sites, industrial sites, residential sites, and public service sites.
Specifically, the content of the collected land level and reference land price data of the urban area where the area to be evaluated is located covers: land use right average price data of nationally constructed land of each grade and each district under certain set conditions.
Step S02 includes: converting land space distribution data and reference land price data of commercial land, business office land, industrial land, residential land and public service land in the basic data information into a unified geospatial coordinate system; and taking the land level and the reference land price data as an overlay base map, taking land space distribution data of commercial land, business office land, industrial land, residential land and public service land in basic data information as an overlay map layer, and performing spatial overlay to obtain the reference land price of each land which is not provided for land and idle land in batches in the area to be evaluated.
In addition, the invention also collects the basic data information of the constructed land in advance, including the land property and the land area, so as to be used for calculating the subsequent land utilization economic output and the land utilization ecological output.
