Meanwhile, in the prior art, aiming at urban source solid waste, the collection range for treating the solid waste in the garden can only cover partial area, and does not relate to the solid waste in rural areas, so that the collection and transportation of wastes such as domestic garbage, livestock and poultry manure and the like in many rural areas are difficult, and partial organic solid waste is not suitable for long-distance transportation. Moreover, the existing comprehensive solid waste disposal system lacks consideration of a sanitation system, lacks an overall-process intelligent management and control platform, cannot schedule sanitation transportation in real time according to solid waste production and discharge and terminal disposal data, and cannot perform unified planning, unified construction, unified scheduling and unified supervision of a single area.

The overload municipal sludge is sludge exceeding the preset sludge treatment amount in the municipal solid waste comprehensive treatment platform, and the preset sludge treatment amount can be set according to actual working requirements by taking the maximum sludge containing amount or the maximum sludge treatment amount of the municipal solid waste comprehensive treatment platform as the preset sludge treatment amount. The overloaded rural solid waste is solid waste with a treatment amount exceeding the preset rural solid waste treatment amount in the rural ecological environment-friendly platform and/or solid waste which cannot be treated by the rural ecological environment-friendly platform. The preset rural solid waste treatment capacity can be the maximum solid waste holding capacity or the maximum treatment capacity of a rural ecological environment-friendly platform and can also be set according to actual working requirements. The solid waste which cannot be treated by the rural ecological environment-friendly platform is solid waste which exceeds the treatment range of the rural ecological environment-friendly platform, and can comprise rural domestic garbage, harmful garbage, recyclable matters and the like obtained after sorting.
The urban and rural solid waste comprehensive treatment system provided by the embodiment of the invention can be used for arranging a plurality of urban solid waste comprehensive treatment platforms 110 in an urban range, also can be used for arranging a plurality of rural ecological environment-friendly platforms 120 in a rural range, and can be used for solving the problem of coupling resource utilization among a plurality of solid waste treatment platforms by cooperating with the plurality of urban solid waste comprehensive treatment platforms 110 and the plurality of rural ecological environment-friendly platforms 120, so that the system has the advantages of multiple solid waste types, wide coverage area and capability of solving the problem of solid waste treatment in an area. The operation data of the sanitation logistics chain can comprise: the position information of the sanitation logistics vehicles in the sanitation logistics chain, the carrying capacity information of the sanitation logistics chain, the urban road geographic information and the like.
The data processing of the big data center 310 on the collected data to obtain the assistant decision data specifically includes: based on big data distributed storage, big data analysis technology, artificial intelligence technology and deep learning neural network technology, by surrounding scenes such as solid waste classified collection, cooperative transportation and quality-based utilization, the operation data of the urban and rural solid waste comprehensive treatment system is subjected to information integration, key indexes are combed, the operation data is evaluated or processed by combining historical data, quasi-real-time data and net rack information, auxiliary decision data is obtained, and the auxiliary decision data is provided for the decision analysis center 320.
The decision analysis center 320 is used for generating a regulation strategy according to the assistant decision data. The decision analysis center 320 may generate a regulation strategy according to expert experience or artificial intelligence in combination with the auxiliary decision data. The decision analysis center 320 can adopt a big data analysis technology, an artificial intelligence technology and a deep learning neural network technology, support rapid expansion and linear expansion of data around business scenes such as organic solid waste classification collection, cooperative transportation, quality-based utilization and the like, and provide analysis of each dimension for intelligent decision by a full modeling technology. Based on the operation data of the urban solid waste comprehensive treatment platform and the operation data of the rural ecological environment-friendly platform, such as the solid waste real-time treatment amount and the untreated amount of each process route, the environmental sanitation logistics chain is dynamically scheduled, the process operation working condition and the cooperative material ratio of the platform are allocated, and the dynamic operation regulation strategy of the urban and rural solid waste comprehensive treatment system is established.

The urban solid waste comprehensive disposal platform comprises an urban pretreatment quality-based utilization system 410, a waste incineration power generation system 420, a hazardous waste comprehensive disposal system 430 and a resource regeneration system 440;
the urban pretreatment quality-based utilization system 410 is used for blending urban solid waste and the overloaded rural solid waste transported by the rural ecological environment-friendly platform according to the type of the solid waste;
the waste incineration power generation system 420 is used for producing energy products and building materials by incinerating combustible solid waste prepared by the urban pretreatment quality-based utilization system;
the comprehensive hazardous waste disposal system 430 is used for treating hazardous waste allocated by the urban pretreatment quality-based utilization system;

Specifically, the urban pretreatment quality-based utilization system 410 performs pre-selection quality-based treatment on all the imported solid wastes, and allocates the pre-selection quality-based treatment to corresponding systems in the urban solid waste comprehensive disposal platform according to the types of the solid wastes. Part of the paperboards, plastics and metals can be used as products and materials to be directly separated out through a product logistics chain, and garden wastes can be directly transported to a rural ecological environment-friendly platform through a sanitation logistics chain.
Through setting up city preliminary treatment and quality-based utilization system 410, can rationally allocate all solid useless in the platform is dealt with to city solid useless, realize solid useless high value utilization.
The waste incineration power generation system 420 treats the combustible solid waste allocated by the urban pretreatment quality-based utilization system 410, and the urban pretreatment quality-based utilization system 410 allocates the combustible solid waste which is not suitable for reuse or the solid waste which can be reused but has low reuse value to the waste incineration power generation system 420. When the cost of disposing the recycled solid waste is greater than the cost of recycling the solid waste, the solid waste is recyclable but has a low recycling value. The solid waste treated by the waste incineration power generation system 420 can comprise sorted household waste, sludge or biogas residues, and the like, the electric energy generated by the waste incineration power generation system 420 is used by the whole urban solid waste comprehensive treatment platform, and the rest is output and connected to the grid, the generated heat energy preheats other systems needing heat supply in the urban solid waste comprehensive treatment platform, and the generated slag is made into building material aggregate for sale.
The waste incineration power generation system 420 cooperatively treats various solid wastes of the platform and solid wastes generated by other processes, provides platform electric power and heat energy, and has a strong synergistic effect.
The hazardous waste comprehensive treatment system 430 is used for treating urban hazardous solid wastes and harmful solid wastes including medical wastes, waste acid, waste alkali, dye coatings and the like, the treatment modes of rotary kiln incineration, materialization, solidification, landfill, comprehensive utilization and the like are respectively adopted according to the types of the solid wastes, the produced steam is output outwards, and part of the treated harmless solid wastes can enter the waste incineration power generation system 420.
The hazardous waste comprehensive disposal system 430 is used for treating various urban hazardous wastes, and part of the solid wastes after harmless treatment can enter the waste incineration power generation system 420 to realize intensive cooperative disposal.
The resource regeneration system 440 includes a household electrical appliance dismantling center, an automobile dismantling center and an electronic waste disposal center, and is used for dismantling sorted waste electronic appliances, scrapped automobiles and the like, generating recycled regeneration materials to be output externally, and allowing part of solid wastes which are not suitable for recycling to enter the hazardous waste comprehensive disposal system 430 or the waste incineration power generation system 420 for disposal.
The resource regeneration system 440 disassembles the waste electronic appliances, the scrapped cars and the like, outputs recycled regeneration materials, and partially non-recyclable solid wastes enter the hazardous waste comprehensive disposal system 430 and the waste incineration power generation system 420, so that urban waste material products are completely covered, in-situ treatment is realized, and maximum synergetic intensification is realized.
Optionally, the urban solid waste comprehensive disposal platform further includes at least one of the following: the system comprises an urban anaerobic fermentation treatment system, a bag bottom landfill system and a comprehensive sewage treatment system;
the urban anaerobic fermentation treatment system is used for treating the organic solid waste prepared by the urban pretreatment quality-based utilization system to obtain an urban anaerobic fermentation product;
the bottom-pocket landfill system is used for landfill of solid wastes prepared by the urban pretreatment quality-based utilization system and solid wastes which cannot be treated any more and are generated by the urban solid waste comprehensive treatment platform;
the comprehensive sewage treatment system is used for treating sewage and percolate generated by the urban solid waste comprehensive treatment platform.
Specifically, the urban anaerobic fermentation treatment system is used for cooperatively treating organic solid wastes such as kitchen wastes, fruit and vegetable wastes or partial sludge and the like prepared by the urban pretreatment quality-divided utilization system, the generated biogas is purified and sold except partial platform self-service, the generated biogas residues enter a waste incineration power generation system, the biogas slurry enters a comprehensive sewage treatment system, and grease removed from the kitchen wastes can enter the social production through a product logistics chain.
The bottom-pocket landfill system mainly comprises the landfill of the incineration fly ash of the household garbage, the bottom-pocket treatment of other dangerous wastes and the emergency stacking treatment of other facility solid wastes, and is used for burying the solid wastes allocated by the urban pretreatment quality-divided utilization system and the solid wastes which cannot be treated any more and are generated by the urban solid waste comprehensive treatment platform. The solid waste allocated by the urban pretreatment quality-based utilization system is solid waste which cannot be reprocessed and is allocated to a bag bottom landfill system from the solid waste allocated by the urban pretreatment quality-based utilization system, such as industrial waste residue or brick, stone and soil and the like. The solid waste which cannot be reprocessed and is generated by the urban solid waste comprehensive disposal platform refers to solid waste which cannot be reprocessed and is generated in the working process of each process system in the urban solid waste comprehensive disposal platform, such as fly ash generated by a waste incineration power generation system. The bottom-pocket landfill system is a bottom-pocket project of the whole platform, and effectively supports the collaborative coupling of platform processes.
The comprehensive sewage treatment system is used for comprehensively treating sewage, percolate, biogas slurry and the like generated by each system of the platform, and the generated sludge is dried and then sent to the incineration system. For example, the waste water generated by the comprehensive dangerous waste disposal system is sent to the comprehensive sewage treatment system for treatment through the environmental sanitation transportation chain. And the comprehensive sewage treatment plant and the like realize the maximum cooperative integration of the platforms.
Optionally, referring to fig. 5, fig. 5 is a schematic structural diagram of a rural ecological environment-friendly platform provided in the embodiment of the present invention. The rural ecological environment-friendly platform comprises a rural pretreatment quality-based utilization system 510, a pyrolysis treatment system 520, a rural anaerobic fermentation treatment system 530 and an aerobic composting system 540;
the rural pretreatment quality-grading utilization system 510 is used for blending garden waste and sludge transported by a rural solid waste and urban solid waste comprehensive disposal platform according to the type of the solid waste;
the pyrolysis treatment system 520 is used for treating agricultural and forestry waste, garden waste and sludge prepared by the rural pretreatment quality-based utilization system.
The rural anaerobic fermentation treatment system 530 is used for treating the organic solid waste prepared by the rural pretreatment quality-grading utilization system to obtain rural anaerobic fermentation products;
the aerobic composting system 540 is used for treating biogas residues in rural anaerobic fermentation products to obtain the biological organic fertilizer.
Specifically, the rural pretreatment quality-divided utilization system 510 pretreats solid waste in all rural ecological environment-friendly platforms, and sends the solid waste to corresponding systems in the rural ecological environment-friendly platforms respectively according to solid waste types, and the sorted solid waste such as domestic waste, harmful waste and recyclable matters is transported to a city solid waste comprehensive disposal platform through a sanitation logistics chain under the regulation and control of a smart sanitation management and control platform.
The pyrolysis treatment system 520 mainly treats agricultural and forestry wastes, sludge generated by the rural ecological environment-friendly platform and transported urban garden wastes, pyrolysis gasification is performed after crushing and granulation, the generated biochar-based compound fertilizer is used for improving soil, and the generated steam provides heat energy for a system which needs heat supply for the rural ecological environment-friendly platform. The pyrolysis treatment system can realize platform cooperative utilization.
The rural anaerobic fermentation treatment system 530 is mainly used for treating sorted livestock and poultry manure, fruit and vegetable kitchen residues and part of transported municipal sludge, the generated biogas can be used by a pyrolysis treatment system, the rest biogas can enter the social production through a product transportation chain, the generated biogas slurry is subjected to ecological treatment to be prepared into organic liquid fertilizer to be directly returned to the field in agriculture, and the generated biogas residue enters an aerobic composting system.
The rural anaerobic fermentation treatment system 540 is used for cooperatively treating organic solid waste, the product of the organic solid waste is completely treated by other processes of a rural ecological environment-friendly platform, and grease and methane are output externally without secondary pollution risk.
The aerobic composting system performs aerobic fermentation and decomposition treatment on biogas residues generated by the rural anaerobic fermentation treatment system, and the biogas residues are screened and aged to prepare a biological organic fertilizer which is directly returned to the field. The aerobic composting system directly treats biogas residues generated by the anaerobic system, and the biogas residues are utilized cooperatively with heat energy generated by pyrolysis to prepare the bio-organic fertilizer, so that cooperative utilization of the rural ecological environment-friendly platform is realized, and maximum cooperative integration of the rural ecological environment-friendly platform process is realized.
After the rural ecological environment-friendly platform is subjected to cooperative treatment, the produced biogas liquid organic fertilizer, biogas residue biological organic fertilizer and biochar-based organic fertilizer all enter farmlands to be utilized on the spot, and ecological cycle agriculture is realized.
Alternatively, referring to fig. 6, fig. 6 is a schematic structural diagram of a sanitation logistics chain according to an embodiment of the present invention. The sanitation logistics chain includes a collection and transportation system 610, a sanitation vehicle 620, and a transfer system 630.
The collection and transportation system 610 is used for collecting and transporting solid waste;
the sanitation truck 620 is used for transporting the solid wastes under the dispatching of the intelligent sanitation management and control platform;
the transport system 630 is used to transport solid waste.
Specifically, the collecting and transporting system 610 is used for collecting and transporting solid wastes at each solid waste collecting point, the solid waste collecting points are preset, and a plurality of collecting sites for collecting the solid wastes can be separately arranged in cities and rural areas.
The transfer system 630 is used for transferring solid wastes at each solid waste transfer point, and the solid waste transfer points comprise solid waste transfer stations for transferring urban and rural solid wastes to the urban solid waste comprehensive disposal platform and the rural ecological environment-friendly platform, and also comprise the urban solid waste comprehensive disposal platform and the rural ecological environment-friendly platform for transferring garden wastes and overload sludge in the urban solid wastes to the rural ecological environment-friendly platform and transferring the overload rural solid wastes in the rural solid wastes to the urban solid waste comprehensive disposal platform.
The sanitation logistics chain is responsible for the transportation of all solid wastes between platforms and the society or between platforms, realizes the reasonable and effective transportation flow of urban and rural solid wastes, and supports the intensive utilization of solid waste resources.

The sanitation logistics chain 720 is composed of a collecting and transporting system, a transferring system and a sanitation truck.
The product logistics chain consists of a storage center and a transport vehicle.
The urban solid waste comprehensive disposal platform 740, the first rural ecological environment-friendly platform 730 and the second rural ecological environment-friendly platform 760 receive various solid wastes collected and transported from the society by the environmental sanitation logistics chain 720. The urban solid waste comprehensive disposal platform 740 is connected with a first rural ecological environment-friendly platform 730 and a second rural ecological environment-friendly platform 760 through an environmental sanitation logistics chain 720, so that various solid wastes can be dispatched and transported on different platforms. The product logistics chain 750 is communicated with the urban solid waste comprehensive disposal platform 740, the first rural ecological environment-friendly platform 730 and the second rural ecological environment-friendly platform 760 to transport the products and materials output by the platforms. The smart environmental sanitation management and control platform 710 can be used as a subsystem of a smart city, collects the running data of the environmental sanitation logistics chain 750, the urban solid waste comprehensive disposal platform 740, the first rural ecological environmental protection platform 730 and the second rural ecological environmental protection platform 760 in real time, processes the data information, analyzes and outputs the data information through a command and dispatching center and a decision analysis center, plans a smart route in real time, dispatches environmental sanitation vehicles and disposes the platform terminals in a cooperative manner.
Referring to fig. 8, fig. 8 is a second schematic structural diagram of a rural ecological environment protection platform according to an embodiment of the present invention. The collected rural solid waste 801 enters a rural pretreatment quality-grading utilization system 802, the rural solid waste 803 is overloaded, such as dry waste, harmful waste, recyclable materials and the like, and is sorted and transported to a comprehensive urban solid waste disposal platform 740, livestock and poultry manure, fruit and vegetable kitchen residues and part of transported municipal sludge enter a rural anaerobic fermentation treatment system 804 to generate biogas and biogas liquid organic fertilizer 808, the generated biogas residues enter an aerobic composting system 805 to prepare a bio-organic fertilizer 809, the sorted forestry and agricultural waste, sludge produced by a comprehensive platform water plant 807 and the transported urban garden waste enter a pyrolysis disposal system 806 to produce a biochar-based organic fertilizer 810. The heat energy generated by the pyrolysis treatment system 806 provides heat for the rural anaerobic fermentation treatment system 804 or the aerobic composting system 805. The rural comprehensive sewage treatment system 807 comprehensively treats the wastewater generated by the rural anaerobic fermentation treatment system 804 and the pyrolysis treatment system 806.
Referring to fig. 9, fig. 9 is a second schematic structural diagram of the municipal solid waste comprehensive disposal platform according to the embodiment of the present invention. The collected and transported municipal solid waste 901 enters a municipal pretreatment quality-based utilization system 902, and part of cardboard, plastic, metal, garden waste and the like are directly separated or transported to a rural ecological environment-friendly platform 730. The sorted household garbage, municipal sludge, biogas residues generated by the urban anaerobic fermentation treatment system 904 and the like enter a garbage incineration power generation system 905 for synergistic incineration, and the generated electric energy and building material aggregates 910 are output and connected to the grid except for the self-electricity 913 of the whole platform, so that the building material aggregates are sold. The heat energy generated by incineration preheats an anaerobic system, a sludge drying system and the like. The sorted kitchen waste, fruit and vegetable waste or sludge and other organic solid waste enter an urban anaerobic fermentation treatment system 904, the generated biogas and grease 909 are sold except for part of platform self-use, biogas residues enter a waste incineration power generation system 905, and biogas slurry enters a comprehensive sewage treatment system 903. Urban and rural dangerous waste enters a dangerous waste comprehensive treatment system 906, treatment modes such as rotary kiln incineration, materialization, solidification, landfill and comprehensive utilization are respectively adopted according to the types of the dangerous waste, generated steam 911 is output outwards, waste water enters 903, part of solid waste after the materialization treatment can enter a garbage incineration power generation system 905, and the dangerous waste after the solidification and landfill treatment enters a bag bottom landfill system 908. Waste electronic appliances, scrapped automobiles and the like enter a resource regeneration system 907 to generate a cyclic regeneration material 912 to be output externally, and part of solid wastes which are not suitable for recycling enter a dangerous waste comprehensive disposal system 906 and a waste incineration power generation system 905. The bottom-in-pocket landfill system 908 is used for treating fly ash generated by the household garbage incineration power generation system 905 and hazardous waste generated by other systems. The comprehensive sewage treatment system 903 and the like comprehensively treat sewage, percolate, biogas slurry and the like generated by each system of the platform, and the generated sludge is sent to the incineration system 905.
The urban solid waste comprehensive treatment platform 740 mainly comprises an urban pretreatment quality-based utilization system 902, a waste incineration power generation system 905, an urban anaerobic fermentation treatment system 904, a dangerous waste comprehensive treatment system 906, a resource regeneration system 907, a bottom-filling system 908, a comprehensive sewage treatment system 903 and the like, and is used for performing bottom-preserving treatment on various types of solid wastes in the collected and transported cities and solid wastes 803 and the like in rural sorting and transporting, such as dry wastes, harmful wastes, recyclable materials and the like, and outputting electric energy, biogas, renewable materials and the like.
All municipal solid wastes 901 which are collected and transported into a garden enter a municipal pretreatment quality-division utilization system 902, including household wastes, kitchen and kitchen wastes, municipal sludge, various hazardous wastes, garden wastes, recyclable matters and the like, are uniformly distributed and allocated through a platform, and are respectively conveyed to a waste incineration power generation system 905, a municipal anaerobic fermentation treatment system 904, a hazardous waste comprehensive treatment system 906 and a resource regeneration system 907 according to the types of solid wastes, and solid wastes 914 are sorted and transported, such as partial paperboards, plastics, metals, garden wastes and the like, and are directly separated or transported to a rural ecological environment-friendly platform 730 and a rural ecological environment-friendly platform 760.
The urban anaerobic fermentation treatment system 904 adopts a medium-temperature single-phase continuous anaerobic process, organic solid wastes including kitchen wastes, fruit and vegetable wastes, partial sludge and the like are cooperatively treated, the organic solid wastes include units such as pretreatment, grease recovery, anaerobic digestion, biogas purification, deodorization and the like, generated biogas 909 is purified and then sold except for partial platform self-use, the separated grease 909 is directly sold to the outside, generated biogas residues are dehydrated and then enter a waste incineration power generation system 905, and biogas slurry enters a comprehensive sewage treatment system 903.
The waste incineration power generation system 905 adopts a grate incinerator process to cooperatively treat domestic waste, municipal sludge, sludge generated by the comprehensive sewage treatment system 903, biogas residues generated by the urban anaerobic fermentation treatment system 904 and the like, the incineration scale is determined according to the solid waste output capacity and is generally not lower than 800 tons/day, the generated electric energy and building material aggregates 910 are output and connected to the power grid except for self electricity 913 of the whole platform, the slag is crushed and separated to prepare building material aggregates for sale, and the generated heat energy preheats the urban anaerobic fermentation treatment system 904, the sludge drying system and the like.
The hazardous waste comprehensive treatment system 906 is used for treating various urban hazardous wastes including medical wastes, waste acid, waste alkali, dye coatings and the like, treatment units such as high-temperature incineration, materialization, solidification, landfill and comprehensive utilization of a rotary kiln and a secondary combustion chamber are respectively adopted according to the types of the hazardous wastes, produced steam 911 is output outwards, waste water enters the comprehensive sewage treatment system 903, part of the treated solid wastes can enter the waste incineration power generation system 905, and part of the cured hazardous wastes enter the pocket bottom landfill system 908.
The resource regeneration system 907 includes units such as a household appliance dismantling center, an automobile dismantling center, an electronic waste treatment center and the like, and classifies waste electronic appliances, scrapped automobiles and the like to produce metal, plastic and other recycling materials 912, and part of solid wastes which are not suitable for recycling enter a hazardous waste comprehensive disposal system 906 and a waste incineration power generation system 905.
The bottom-pocket landfill system 908 comprises units for sanitary landfill, leachate treatment, landfill gas treatment and the like, a fly ash and hazardous waste comprehensive treatment system 906 'bottom-pocket' treatment system for treating the domestic garbage power generation system 905, and emergency stacking treatment for solid waste of other facilities, for example, during the overhaul of the rotary kiln incineration process, medical waste can be stacked in emergency in the landfill unit of the bottom-pocket landfill system 908.

The first rural ecological environment-friendly platform 730 and the second rural ecological environment-friendly platform 760 are generally built in rural waste production areas and mainly comprise a rural anaerobic fermentation treatment system 804, an aerobic composting system 805 and a pyrolysis treatment system 806, and are used for treating organic wastes which are produced in rural areas and villages and towns and are not suitable for long-distance transportation, including agricultural and forestry wastes, livestock and poultry manure, fruit and vegetable kitchen wastes, and transferred garden wastes 914 and the like.
The rural pretreatment quality-divided utilization system 802 pretreats all incoming solid wastes, and sends the solid wastes to the rural anaerobic fermentation treatment system 804 and the pyrolysis treatment system 806 respectively according to the types of the solid wastes, and the solid wastes 803 such as the sorted household wastes, harmful wastes and recyclable matters are transported to the urban solid waste comprehensive treatment platform 740 through the sanitation logistics chain 720.
The rural anaerobic fermentation treatment system 804 adopts a dry anaerobic fermentation technology, comprises units such as pretreatment, anaerobic fermentation, biogas purification and solid-waste separation, and is mainly used for treating livestock and poultry manure, fruit and vegetable kitchen residues and part of municipal sludge transferred from the units, the solid content of the materials is generally 15-35%, the produced biogas 308 is sold except for a pyrolysis treatment unit, the produced biogas slurry is subjected to ecological treatment, the produced biogas slurry organic fertilizer 808 can be directly returned to the field in agriculture, and the produced biogas residues enter an aerobic composting system 805.
The aerobic composting system 805 adopts a dynamic aerobic high-temperature fermentation technology to perform dehydration, aerobic fermentation and decomposition treatment on biogas residues generated by an anaerobic system, has high heat and mass transfer efficiency, and can prepare the bio-organic fertilizer 809 through screening and aging and return the bio-organic fertilizer to the field directly.
The pyrolysis treatment system 806 adopts a collaborative pyrolysis carbonization technology, comprises units of crushing, drying, granulating, pyrolysis gasification, waste heat utilization, flue gas purification and the like, mainly treats agricultural and forestry waste and transported urban garden waste 914, and sludge generated by the rural comprehensive sewage treatment system 807, the generated biochar-based organic fertilizer 810 is used for improving soil, and generated steam provides heat energy for the rural anaerobic fermentation treatment system 804 and the aerobic composting system 805.
Biogas slurry organic fertilizer 808, biogas residue biological organic fertilizer 809 and biochar-based organic fertilizer 810 generated by the first rural ecological environment-friendly platform 730 and the second rural ecological environment-friendly platform 760 can all enter farmlands, so that on-site utilization is realized, and a chain of solid waste recycling and ecological agriculture recycling economy is created.
The environmental sanitation logistics chain 720 comprises a collecting and transporting system, a transporting system and an environmental sanitation transport vehicle, the garbage of the urban and rural collecting and transporting stations is respectively transported to the platforms according to the optimized scheduling of the intelligent environmental sanitation management and control platform 710, and simultaneously, the environmental sanitation logistics chain is responsible for transporting the rural domestic garbage, harmful garbage, waste electronic appliances and other overloaded rural solid wastes 803 to the urban solid waste comprehensive disposal platform 740, and transporting the urban garden wastes, part of municipal sludge 914 and the like to a first rural ecological environment-friendly platform 730 and a second rural ecological environment-friendly platform 760.
The product logistics chain 750 comprises a storage center and a product transport vehicle, wherein the storage center is generally built in a platform, and mainly transports the resource products of the urban solid waste comprehensive disposal platform 740, the first rural ecological environment-friendly platform 730 and the second rural ecological environment-friendly platform 760, and comprises a biological organic fertilizer 809, a methane and biogas slurry organic fertilizer 808, a biological carbon-based organic fertilizer 810, methane and stripping grease 909, sorted plastics and metals in the sorted and transported solid waste 914, slag building materials in the electric energy or building material 910 and the like, and the platform circular economy chain is opened.
The intelligent environmental sanitation management and control platform 710 comprises a large data center, an operation service center, a command scheduling center and a decision analysis center, and is used for processing data information in real time by collecting operation data of an environmental sanitation logistics chain 720, a first rural ecological environment-friendly platform 730, a second rural ecological environment-friendly platform 760 and a city solid waste comprehensive disposal platform 740, so that solid waste production and discharge management, intelligent route planning, environmental sanitation vehicle scheduling and terminal cooperative disposal are realized, and an overall intelligent management and control decision system is constructed.
The large data center is responsible for storing and analyzing urban and rural solid waste product discharge, receiving and transportation, transfer, terminal processing and environment monitoring data, the operation service center is responsible for providing data query, user authority, comprehensive evaluation, a visual management platform and the like, the decision analysis center realizes environmental sanitation scheduling, vehicle management, route planning, terminal technology, environment supervision and the like through data analysis, and the command scheduling center outputs decision analysis instructions.
The embodiment of the invention combines an urban solid waste comprehensive disposal platform 740, a first rural ecological environment-friendly platform 730 and a second rural ecological environment-friendly platform 760 with urban planning development and solid waste production and discharge data, scientifically arranges and builds a plurality of solid waste disposal platforms with different functions in an urban and rural area by taking a smart environmental sanitation control platform 710 as a basis and taking an environmental sanitation logistics chain 720 and a product logistics chain 750 as supports, and comprises the urban solid waste comprehensive disposal platform and the rural ecological environment-friendly platform, so that different types of urban and rural solid waste are respectively treated, and an urban and rural environmental sanitation system, a renewable resource system and a solid waste terminal treatment facility are effectively promoted to be integrated, thereby realizing classified high-quality utilization and cooperative comprehensive disposal, opening energy flow, material flow and information flow among projects, realizing optimal efficiency of solid waste treatment and thoroughly solving the problem of cooperative disposal of urban and rural solid waste.

the waste incineration power generation system is used for producing energy products and building materials by incinerating combustible solid waste prepared by the urban pretreatment quality-based utilization system;
the comprehensive hazardous waste disposal system is used for treating hazardous waste allocated by the urban pretreatment quality-based utilization system;
the resource regeneration system is used for obtaining a regenerated material product by disassembling recyclable solid waste prepared by the urban pretreatment quality-based utilization system.

the pyrolysis treatment system is used for treating agricultural and forestry wastes, garden wastes and sludge prepared by the rural pretreatment quality-based utilization system;
the rural anaerobic fermentation treatment system is used for treating the organic solid waste prepared by the rural pretreatment quality-grading utilization system to obtain rural anaerobic fermentation products;
the aerobic composting system is used for treating biogas residues in the rural anaerobic fermentation products to obtain the biological organic fertilizer.
