一种测量方法、设备及系统,可以实现通信设备(40)在非锚点载波上进行RRM测量时对服务小区进行S准则判断。方法包括:通信设备(40)根据第一非锚点载波上参考信号接收功率测量的至少一次测量结果确定第一参考信号接收功率(S502),其中,第一非锚点载波为通信设备(40)在所在的服务小区中从网络设备(30)接收寻呼消息的载波;通信设备(40)根据第一参考信号接收功率对服务小区进行S准则判断(S503)。
